Position Overview:
The Risk Manager is responsible for identifying, assessing, and mitigating operational, environmental, and behavioral safety risks within a federally contracted ICE residential facility in Alexandria, LA.
This position provides oversight of facility safety practices, PREA compliance monitoring, incident prevention efforts, and internal safety audits. The Risk Manager works closely with program leadership, security staff, behavioral health staff, and compliance personnel to ensure the facility maintains a safe, structured, and compliant operational environment.
This role is not a law enforcement position and does not involve armed duties. The Risk Manager focuses on prevention, oversight, reporting, and corrective action tracking in a 24/7 residential facility environment.
Key Responsibilities/Essential Functions:
Risk Identification & Mitigation
  • Identify operational, environmental, and safety risks within the facility.
  • Conduct routine risk assessments of housing units, common areas, and operational workflows.
  • Evaluate patterns in incidents, near misses, and safety concerns to identify systemic issues.
  • Recommend corrective actions and mitigation strategies to leadership.
  • Track resolution of identified risks to ensure timely closure.

Compliance Oversight
  • Ensure compliance with PREA standards and the Flores Settlement Agreement, supporting a safe and appropriate residential environment through prevention, monitoring, reporting, and timely escalation of safety concerns.
  • Support compliance with PREA standards and maintain a safe environment that is free from abuse, harassment, and inappropriate conduct.
  • Ensure staff understand and follow mandatory reporting obligations.
  • Review and track PREA-related incidents and documentation for completeness and timeliness.
  • Coordinate with leadership on PREA training compliance and refreshers.
  • Ensure appropriate escalation of all PREA-related concerns.

Facility Safety Audits
  • Conduct scheduled and unscheduled floor safety audits throughout the facility.
  • Inspect housing units, common areas, and staff workflows for safety compliance.
  • Identify and document hazards, unsafe conditions, or policy deviations.
  • Ensure corrective actions are assigned, tracked, and completed.
  • Provide written audit summaries and recommendations to leadership.

Incident Review & Analysis
  • Review facility incident reports for accuracy, completeness, and follow-up actions.
  • Analyze trends in safety incidents, behavioral issues, and operational disruptions.
  • Maintain incident tracking logs and risk trend reports.
  • Support root cause analysis for significant incidents.
  • Provide recommendations to reduce recurrence of incidents.

Safety Program Support
  • Support development and enforcement of facility safety policies and procedures.
  • Assist in staff training related to safety, PREA, and risk awareness.
  • Promote a culture of safety, accountability, and prevention.
  • Coordinate with leadership on emergency preparedness and response readiness.
  • Ensure safety protocols are consistently applied across all shifts.

Reporting & Documentation
  • Maintain accurate documentation of all risk assessments, audits, and findings.
  • Prepare regular risk and safety reports for program leadership.
  • Ensure timely reporting of critical issues and compliance concerns.
  • Maintain organized records for audits, inspections, and oversight visits.
  • Support external audits and regulatory reviews as needed.

Collaboration & Communication
  • Work closely with program leadership, security, medical, behavioral health, and compliance teams.
  • Participate in shift briefings and operational meetings as needed.
  • Communicate safety concerns and recommendations clearly and professionally.
  • Provide guidance on risk reduction strategies across departments.
  • Escalate urgent issues immediately to appropriate leadership.

Required Qualifications & Core Competencies:
  • High school diploma or GED required; Associate or Bachelor's degree preferred (Criminal Justice, Public Safety, Healthcare Administration, or related field).
  • Minimum 3 years of experience in safety, security, compliance, corrections, residential operations, healthcare compliance, or related field.
  • Experience with risk management, audits, or compliance monitoring preferred.
  • Knowledge of PREA and Flores Agreement standards or similar safeguarding frameworks strongly preferred.
  • Strong analytical and reporting skills.
  • Ability to conduct detailed inspections and document findings accurately.
  • Strong judgment, integrity, and attention to detail.
  • Ability to work in a 24/7 operational environment.
  • Ability to communicate effectively in English (written and verbal).
  • Ability to pass federal background clearance.

Desired Skills:
  • Experience in government-contracted, residential, shelter, or correctional environments.
  • PREA Coordinator or PREA Auditor training preferred.
  • Experience with incident management systems or compliance tracking tools.
  • Training in safety management, OSHA standards, or facility risk assessment.
  • Experience conducting audits or inspections in regulated environments.
  • Strong organizational and reporting skills.
  • Bilingual ability (Spanish or other languages) preferred

Physical Requirements:
  • Ability to walk and stand for extended periods while conducting facility audits.
  • Ability to traverse housing units, stairways, and facility grounds.
  • Ability to observe and assess facility conditions continuously.
  • Ability to sit for extended periods while completing documentation and reports.
  • Ability to lift up to 50 pounds as needed during inspections.
  • Visual and auditory ability to assess environmental and safety conditions.

Work Environment:
  • Fully onsite position within a federally contracted short-term residential ICE facility in Alexandria, LA
  • Work schedules include 24/7 coverage, and may include shifts overnight, evenings, weekends, and holidays.
