Accounting Supervisor โ€“ Capital

Milwaukee County Mitchell International Airport

Annual Salary: $66,580.80 โ€“ $99,860.80

We offer multiple attractive workweek options: five days on site, two days remote (Tuesday and Thursday), and 4 ten and four ten-and-a-half-hour days to suit each candidateโ€™s work-life balance.

Job Summary: The Accounting Supervisor โ€“ Capital is a key member of the Airportโ€™s Finance team, providing leadership and oversight of capital accounting and budgeting, funding, and overall grant activities. This position plays a key role in developing and managing the Airportโ€™s Capital Improvement Plan (CIP) and Passenger Facility Charge (PFC) program in partnership with various stakeholders. This position oversees federal and state grants, including their application, reimbursement, and closeout processes. The supervisor leads 2 staff (Senior Accountant โ€“ Capital and PFC Program Coordinator) and partners with Airport leadership, engineering, and external agencies to ensure capital resources are accurately managed, properly reported, and used in compliance with regulations.

Essential Duties and Responsibilities:

  • Supervise two full-time employee (FTE) positions - Supervises two (2) full-time Capital employees. This includes all aspects of day-to-day operations and long-term professional development.
  • Grants Management - Administer, monitor, request reimbursements, and manage Airport Improvement Program (AIP) grants. Reconcile and maintain grant payables and grant receivables accounts.
  • ย ย Capital Improvement Plan (CIP) โ€“ Works with Airport staff to develop the CIP which spans for the next 10 years. Monitors projects approved within the Airline approved plan by funding source. Develops and updates the associated cash flow model by year, project, and funding sources. Updates all exhibits and required templates for management and Airline review.
  • ย ย Capital Budget โ€“ Works with the Airport departments to prepare the annual Airport Capital Budget. Monitors budget-to-actual activity, funding sources, revenues, expenditures, and cash flow; coordinates project changes with the Airport stakeholders.
  • ย ย Airport Passenger Facility Charges (PFC) and FAA reporting - Reviews PFC Collection and Use agreements, including new applications and amendments for projects. Ensures accurate and timely PFC and FAA reporting and compliance.
  • Monitors capital funding and reserves - Tracks and accounts for capital project funding within the CIP, including bonds, PFCs, grants, and Airport reserves. Processes funding requests and transfers, monitors reserve usage and balances, and completes year-end reserve reconciliations. Reviews and approves journal entries prepared by staff.
  • Year End Duties โ€“ Prepares and responds to all capital audit inquires. Reviews the Single Audit prepared by staff. Collects PFC data for the year-end audit. Oversees the capital year-end journal entries and reconciliations.
  • Fixed Assets and Deprecation - Review, manage, and approve operating and capital fixed asset entries.ย  Oversee and conduct bi-annual physical fixed asset inventory.ย  Calculate annual depreciation for assets; review actual versus budget figures every month
  • Reporting - Generate ad hoc reports for airport leadership and stakeholders and execute data analysis and special projects as assigned by airport leadership.
  • Other Duties - Perform other duties as assigned by airport leadership.

Minimum Requirements:

  • Current resident of Wisconsin
  • Bachelorโ€™s Degree in Accounting, Finance or closely related field
  • Three (3) or more years of practical work experience in accounting and finance or related field.
  • At least One (1) year or more supervisory/management experience OR five (5) years of relevant experience

Additional Comments:

  • Requires knowledge of government accounting standards; Certified Public Accountant (CPA) or CPA candidate preferred.
  • Advanced proficiency in Excel is required.
