Senior Business Intelligence Analyst

Salary Pay Range: $84,032.00 – $126,048.00

Job Summary – The Enterprise Data Services (EDS) team is seeking a highly curious and growth-oriented individual who is passionate about delivering data products that drive organizational strategic decision-making and surpass the expectations of the end-users.    The Senior Business Intelligence (BI) Analyst will work on all phases of the analytics lifecycle, including data collection, profiling, manipulation, storage, and validation, as well as data analysis, measure development, report creation, data visualization, and production support. The Senior BI Analyst exercises independent judgment and discretionary decision-making related to managing multiple and more complex reporting projects but also collaborates with a larger team working in an agile process.  The Senior BI Analyst will participate in delivering data products and may present to various levels of management and staff and may also be included in action plan development. While performing the day-to-day tasks successfully in this role is critical, the Senior BI Analyst must be outcome-based and keep the overarching project goals and vision at the forefront, and both make and execute recommendations to achieve those.  Customer experience must be central to how the Senior BI Analyst approaches their work.

We are seeking a team member who is excited about data and helping their customers solve business problems with high-quality data solutions.  Candidates with a demonstrated track record of strong collaboration with both IT and non-IT customers, easily adapting to varying business domains, creating structure out of ambiguity, and delivering technical solutions will be given preference in the hiring process.

Job Responsibilities:

  • Assists in the intake process of new data program initiatives and projects, including defining business goals, desired outcomes, user stories, and requirements 
  • Delivers data products, including dashboards and other analytics products, that are audience-specific
  • Creates automated data pipelines to assist in data extraction, transformation, and storage for report creation, analytics, and self-service
  • Conducts data profiling of source data, including descriptive statistics, to identify data quality issues and other opportunities to gain a better understanding of the data to deliver quality data products to the end-users
  • Conducts regular audits of work to ensure accuracy.  Participates in the testing phases of development prior to User Acceptance Testing
  • Provides production support for all data products provided by EDS
  • Participates in continuous improvement processes to advance the maturity of the EDS team and larger organization, including proactively identifying and learning about new technologies or opportunities to improve the work of the team
  • Mentors others on the team and in the business on how to leverage specific data and technology to enhance the work of the county
  • Utilizes project management knowledge and skills for assigned departmental projects, establishing timelines, tasks, follow-up items, and communication to ensure all tasks and activities are completed within the project needs
  • Participates in other departmental and organizational activities/initiatives tied to data, analytics, and technology
  • Determines appropriate analysis techniques and methods to provide data products that address the business strategic goals and questions
  • Identifies new opportunities and insights in the data to make recommendations to the business
  • Clearly presents data initiative results to all levels of the business in a consumable fashion that is audience-specific

Minimum Requirements:

  • Current resident of the State of Wisconsin.
  • Bachelor’s degree or above in Statistics, Mathematics, Economics, Computer Science/MIS, or Engineering; or related field or experience.
  • At least five (5) or more years of experience in:
    • Enterprise Data Warehousing (EDW)
    • Speaking to technical people in this industry and understanding what a Data Warehousing application is supposed to look and function like
    • Understanding how the Star Schema works, what a fact table and data dimension is and how they relate
    • Business Intelligence Analyst role and delivering data processes and products that drive organizational decision-making
  • Proficient in SQL language.

Preferred Skills and Experience:

  • Significant experience in addressing untidy data
  • Translating ambiguous business needs to technical requirements
  • Previous experience in Azure Data Lake Storage gen2 and Azure Databricks
  • Proficiency in Python, including Pyspark
  • Experience developing ETL or ELT solutions
  • Leveraging descriptive statistics to gain an initial understanding of a new data set
  • Conducting diagnostic analysis to help understand the ‘why’ behind data trends and results
  • Utilizing BI tools such as Power BI or Tableau to visualize data and communicate a story
  • Utilizing other tools such as Microsoft SQL Server Management and Visual Studio
  • Proven track record of efficiently learning and implementing new technologies on the job
  • Understanding how business intelligence reporting solutions fit within an enterprise data model and within data architecture
  • Proven analytical, critical thinking, and problem-solving abilities
  • Proficient in spreadsheet, reporting, and database tools (e.g., Excel, Access, other Microsoft Office applications)
  • Proficient understanding of database structures, relational databases, and concepts
  • Excellent listening and time management skills
  • Successfully communicating complex, technical items to non-technical people in an easy-to-consume fashion
  • Proven aptitude and interest in working with complex situations/problems, systems, and processes
  • Ability to work independently and within teams
  • Flexibility to meet organizational and departmental demands
  • Working in an Agile development process using Jira to track sprints
  • Previous experience in predictive analytics, machine learning modeling, and statistical analysis
