Project Services Regional Manager

Mullins Mechanical is a leader in industrial and large commercial mechanical, plumbing, HVAC construction projects. Our projects are often in the industrial and manufacturing environments, such as manufacturing facilities, automotive plants, chemical plants, distribution centers, warehouses, and other large commercial facilities.  We are a self-performing specialty contractor specializing in design-build applications, HVAC systems, plumbing, process piping systems, boiler and chiller systems, equipment installation and rigging, plant relocation and maintenance, and metal fabrication. 

Responsibilities:

  • Report directly to the Director of Project Services, providing regular updates on regional operations, project performance, departmental initiatives, resource needs, key risks, and strategic opportunities.
  • Provide strategic leadership and oversight for the Project Services department within the regional office, ensuring alignment with company objectives, operational standards, and project execution goals.
  • Lead and develop multidisciplinary teams, including Senior Project Managers, Project Managers, Project Engineers, Assistant Project Managers, Project Coordinators, Administrative Assistants, VDC/BIM Managers, Scheduling, Procurement, Commissioning, and Warranty.
  • Oversee the regional execution and performance of the following functional areas:
  • Purchasing
  • Project Services
  • VDC/BIM
  • Scheduling
  • Contracts & Document Control
  • Subcontracts
  • Warranty
  • Commissioning
  • Procurement and Material Buyout
  • Subcontract Negotiations
  • Establish departmental priorities, performance expectations, and operational procedures to ensure consistency across all projects within the region.
  • Provide executive-level oversight for multiple large-scale mechanical, plumbing, and process piping projects, ensuring project teams deliver on scope, schedule, budget, quality, and safety objectives.
  • Support project teams through all phases of the project lifecycle, from preconstruction and procurement through commissioning and project closeout.
  • Lead regional procurement strategies, including material buyouts, subcontract negotiations, equipment procurement, and vendor management to maximize value and reduce project risk.
  • Collaborate with Operations, Construction, Estimating, Engineering, Safety, Quality, and Executive Leadership to ensure seamless project execution.
  • Review project schedules, staffing plans, procurement status, commissioning activities, and contract administration to proactively identify risks and implement corrective actions.
  • Champion the use of company systems, processes, and best practices across all Project Services functions.
  • Monitor regional project performance through KPIs, financial reporting, manpower planning, procurement metrics, and scheduling performance.
  • Mentor and develop regional leadership while building succession plans and fostering professional growth within the department.
  • Champion a strong safety culture by promoting safe work practices and ensuring Project Services activities support company safety initiatives.
  • Build and maintain strong relationships with clients, owners, subcontractors, suppliers, and internal stakeholders to ensure exceptional customer satisfaction.
  • Support business development efforts by providing technical expertise, operational insight, and project execution strategies during pursuits and client engagements.
  • Coordinate with the Director of Project Services to ensure consistency in company standards, reporting, technology implementation, resource planning, and continuous improvement initiatives across all regional operations.
  • Travel periodically to regional jobsites and Corporate Headquarters to support operations, conduct project reviews, and provide leadership.
  • Additional responsibilities may be assigned as needed.

Qualifications:

  • Bachelor's degree in Construction Management, Mechanical Engineering, or a related field preferred.
  • Active Mechanical and/or Plumbing State License preferred.
  • Minimum of 15 years of progressive experience in the mechanical, industrial, or design-build construction industry.
  • Minimum of 5 years of verifiable experience leading multiple departments, functional groups, or large project teams.
  • Demonstrated success leading complex mechanical construction projects exceeding $50 million in value.
  • Extensive knowledge of project lifecycle management, procurement, scheduling, commissioning, contracts, document control, and cost controls.
  • Strong leadership, organizational, and team development skills with the ability to manage multiple departments simultaneously.
  • Proven ability to develop high-performing teams while mentoring project management and technical professionals.
  • Excellent communication, negotiation, and relationship management skills with clients, vendors, subcontractors, and executive leadership.
  • Strong understanding of construction contracts, subcontract administration, procurement strategies, and risk management.
  • Thorough knowledge of mechanical, plumbing, and process piping construction methods and industry best practices.
  • Ability to analyze project performance, identify operational improvements, and implement strategic initiatives.
  • Demonstrated commitment to safety, quality, customer service, and operational excellence.
