The Manager, Project Management Office (PMO) plays a central role within our organization. Reporting to the Chief of Staff, this position leads the PMO team and owns the enterprise project portfolio. The PMO leads strategic initiatives, new client implementations, and cross-departmental projects, and is responsible for structured planning, accountability, and execution across teams, operational readiness, prioritization of corporate initiatives, and resource alignment across the enterprise.

This is a working manager role. The Manager, PMO carries a full Senior Project Manager portfolio of complex implementations and corporate initiatives in addition to leading the team of three Senior Project Managers and one Project Manager. Candidates should expect to be both hands-on in delivery and accountable for the performance, development, and capacity of the PMO.

Job DutiesTeam Leadership and Development

•     Leads, coaches, and develops a team of three Senior Project Managers and one Project Manager.

•     Assigns projects based on complexity, client need, and individual capacity and development goals.

•     Sets clear performance expectations, delivers regular feedback, conducts performance reviews, and addresses performance issues directly and promptly.

•     Partners with People Services on recruiting, onboarding, and retention for PMO roles.

•     Builds bench strength and cross-coverage so that no client or implementation depends on a single individual.

Portfolio and Resource Management

•     Maintains a company-wide prioritized project roadmap and keeps it aligned with corporate strategy and board commitments.

•     Owns the client project intake and request process, including scoping, approval routing, and assignment.

•     Performs capacity and resource planning across the PMO and flags constraints before they become delivery risk.

•     Oversees project time tracking, fund coding, and billable project treatment in partnership with Client Accounting and Corporate Accounting.

•     Makes and communicates prioritization and sequencing decisions when demand exceeds capacity.

Direct Project Delivery

•     Personally leads a portfolio of complex client implementations, service expansions, and corporate initiatives, carrying the full scope of Senior Project Manager responsibilities.

•     Builds and maintains project plans, timelines, workflows, risk logs, and status reporting for owned projects.

•     Serves as escalation point and hands-on backup for the team during absences and surge periods.

Implementation Program Ownership

•     Owns and matures a standard, measurable, and repeatable WPAS implementation methodology, including playbooks, templates, and readiness checklists.

•     Oversees implementation timelines across all active engagements, including go-live and post-go-live support and transition to steady-state operations.

•     Conducts post-implementation reviews, captures lessons learned, and drives resulting process changes to completion.

•     Ensures scope, authorization, and delivered outcomes are documented and reconcilable for every implementation.

Governance, Reporting, and Executive Communication

•     Reports portfolio status, risks, and escalations to the Chief of Staff on a regular cadence.

•     Prepares PMO content for board of directors, trustee, and senior leadership reporting.

•     Establishes and enforces PMO governance standards, including status reporting formats, documentation requirements, and monday.com administration and hygiene.

•     Presents to executives, trustees, clients, and vendors with clarity and credibility.

Cross-Functional Partnership

•     Partners with Operations, Technology, Client Services, Client Accounting, RMT Operations, and People Services leadership to align project work with departmental capacity and client commitments.

•     Works with Account Executives to align project delivery with client expectations and trust requirements.

•     Facilitates effective teamwork, rapport, communication, trust, and respect between internal teams, clients, and their members.

•     Drives creative, compliant, and client-focused solutions in partnership with department managers, supervisors, and subject matter experts.

Minimum Qualifications

•     Ten (10) years of project management experience, including leading client or system implementations from initiation through closure.

•     Three (3) years of direct people management experience, including performance management, coaching, and workload assignment.

•     Experience in third-party administration (TPA), healthcare payer or provider services, insurance, or financial services. (Required)

•     Demonstrated experience managing a portfolio or roadmap across competing priorities, including capacity and resource planning.

•     Practical experience leading change management, including communications, culture, and adoption.

•     Experience with monday.com or a comparable project management platform, including configuration and reporting.

•     Proficiency with Microsoft Office Suite, including intermediate to advanced Excel.

•     Strong problem-solving and troubleshooting skills with the ability to exercise mature judgment and make decisions under incomplete information.

•     Strong verbal, written, and listening communication skills.

•     Bachelor’s degree in Business, Healthcare Administration, or a related field, or equivalent professional experience.

Preferred Qualifications

•     PMP (Project Management Professional) or Six Sigma Lean certification.

•     Working knowledge of ERISA, HIPAA, and the ACA, and the ability to learn the fundamentals of employer-provided group health, retirement, and fringe benefit programs.

•     Experience building or maturing a PMO, including methodology, governance, and tooling.

•     Experience with benefits platform migrations or core system replacements.

•     Experience preparing and delivering reports and presentations to executives, trustees, or boards.

•     Experience with resource capacity modeling and project-level billing or cost recovery.
