Northrop Grumman's Mission Systems sector is looking for a Manager, Project Management Level 3 to support the Marine Systems business unit Launcher Operating Unit. Northrop Grumman Marine Systems-Sunnyvale specializes in providing production, integration and sustainment support to the US/UK Navy Fleet Ballistic Missile Program Launcher Subsystem.

This position is within the Launcher Program Office located onsite at Marine Systems in Sunnyvale, CA and will work with internal and external organizations to achieve customer needs and goals. The Strategic Planning Manager position oversees and manages the strategic planning and program integration aspects of ongoing projects and serves as liaison between program management and planning, project teams, and functional management. The Strategic Planning Manager will help develop and maintain the long-term planning strategy derived from internal and external stakeholders input. This position will also work closely with the Program Managers to provide a bridge between requirements/hardware demands from various programs which will inform contracting decisions.

The ideal candidate demonstrates a broad skill set that is balanced between interpersonal, business, and technical capabilities. The candidate must have excellent communication skills and can engage project stakeholders, functional teams, and both internal and external customers to achieve project goals. The candidate shall be committed to ethics, integrity, and innovation while challenging traditional ways of doing business.

Responsibilities include the following:

  • The primary objective will be strategic planning across the enterprise ensuring program success and longevity

  • The individual will lead a cross functional, senior team, aligned to common program performance, key milestones, long-term goals and customer priorities

  • The selected candidate must have a comprehensive knowledge of program management standards, policies, and guidelines

  • The selected individual must be able to interact with and influence executive level management, the customer, and senior level DoD leadership and communicate effectively with both oral and written presentations

  • This position requires a comprehensive understanding of restricted and DoD customer communities, program management skills, and proven strategic planning, as well as the ability to work collaboratively across the enterprise

  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

  • Anticipate customer needs and develops strategies to fulfill those needs and or realign customers' expectations.

  • Cultivate customer relationships and intimacy to develop further opportunities within the customer community

  • Ensure adherence to all internal processes, policies, and applicable industry standards

  • Creating and executing customer engagement plans

  • Serving as point of contact for government and customer organizations

  • Reporting results of customer activity and engagements

  • Supporting responses to customer Requests for Information (RFI) and supporting capture efforts in support of customer Requests for Proposal (RFP)

  • Engaging effectively across all levels and ranks of our government and industry partner organizations

  • Coordinating with P&L lead to align strategic direction and customer needs

  • Working closely with business execution team to ensure a clear, coordinated customer messaging

  • Leads internal special projects as requested by the Product Line Director, to include activities such as establishing and leading a cross-functional team, developing and monitoring objectives, briefing senior leaders, and facilitating broader communication across product line employees as appropriate.

Basic Qualifications:

  • Bachelor's Degree and 8 years, or Master's and 6 years' experience (Will consider 4 additional years' experience in lieu of education requirement).

  • Minimum 5 years' experience supporting U.S. Government contracts and customers and/or project management in other industries.

  • Experience working with cross-functional organizations (Program Office, Engineering, Manufacturing, Supply Chain, Quality, Field Operations, etc.)

  • Experience using advance Microsoft Office Applications (Power Point, Project, Excel Pivot Tables, V-Lookups and analyzing large data sets).

  • Ability to obtain and maintain US Government secret clearance.

  • US citizenship required.

Preferred Qualifications:

  • Active US Government secret clearance.

  • Experience managing Cost Plus and Fixed Price contract types.

  • Experience creating presentations for and presenting to executive leadership teams.

  • Experience with US Government production programs.

  • Design and operational experience of the Fleet Ballistic Missile program or other Navy Programs.

  • Experience with SAP/MRP (or similar) systems.

Primary Level Salary Range: $129,300.00 - $193,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
