Commissioning Project ManagerPosition Overview

JLL seeks a Project Manager, Commissioning to lead commissioning projects and provide comprehensive technical engineering support to our Commissioning & Building Analytics (CBA) team. This role combines strategic project management with hands-on technical engineering expertise, requiring strong leadership capabilities, technical proficiency, and proven experience managing complex commissioning initiatives while actively participating in field-based activities.

Key Responsibilities

Project Management LeadershipLead commissioning projects from initiation through closeout, ensuring on-time, on-budget delivery to quality standards. Develop comprehensive project plans, schedules, budgets, and resource allocation strategies. Manage project scope, identify risks, and implement mitigation strategies. Coordinate cross-functional teams including engineers, technicians, contractors, and client stakeholders. Monitor progress, track milestones, and provide regular status reports. Facilitate commissioning meetings, maintain documentation, and track action items to completion. Serve as primary client contact and manage relationships. Oversee budget tracking, change orders, and financial reporting across multiple concurrent projects.

Technical Engineering LeadershipExecute commissioning-related projects throughout design, pre-construction, construction, and post-construction phases. Demonstrate expert knowledge of ASHRAE, CSA, and LEED commissioning requirements. Develop and approve commissioning plans, specifications, and test forms. Perform design drawing, specification, and submittal reviews. Provide technical guidance and mentorship to junior team members. Apply strong troubleshooting and root-cause analysis skills to resolve complex technical issues.

Field-Based Commissioning ActivitiesConduct comprehensive field-based commissioning activities including regular site visits and technical assessments. Direct and witness execution of Functional Test and Integrated Systems Test scripts. Utilize calibrated testing equipment (flow hoods, anemometers, IR cameras, Power Quality Meters) to test mechanical, HVAC&R, BMS, plumbing, lighting controls, and power systems. Analyze and report test results using diagnostic tools including portable data loggers, air flow meters, TAB reports, and thermography. Develop and execute seasonal/performance tests and maintain Issues Logs with escalation protocols.

Documentation and Quality ManagementEstablish document control systems for drawings, specifications, test reports, and procedures. Execute all project documentation requirements and field activity components. Oversee development of commissioning plans, test procedures, checklists, operating manuals, and technical reports. Compile project documentation into Systems Manuals. Ensure compliance with project requirements, industry standards, and regulatory guidelines. Lead quality assurance efforts and conduct project reviews to capture lessons learned.

Training and Stakeholder ManagementDevelop and evaluate training programs for installed equipment and systems. Lead training sessions for project teams, contractors, and end-users. Communicate effectively with stakeholders to address questions, concerns, and changes. Liaise with team members, consultants, and contractors to lead cross-functional teams.

Required Skills
  • Bachelor's degree in engineering (Mechanical, Electrical, or related discipline preferred), Construction Management, or relevant technical field
  • Minimum 5-7 years proven experience in commissioning project management and engineering within construction/engineering industry
  • Minimum 2 years relevant mechanical or electrical engineering and/or field-testing experience
  • Demonstrated success managing multiple complex commissioning projects simultaneously
  • Expert knowledge of commissioning processes per ASHRAE, CSA, and LEED standards
  • Strong understanding of HVAC systems, electrical systems, plumbing, building automation systems, and building systems
  • Experience using mechanical and electrical testing meters and equipment with ability to analyze and report test results
  • Proven leadership and team management capabilities directing cross-functional teams
  • Excellent project management skills including scheduling, budgeting, resource allocation, and risk management
  • Strong data management skills with ability to coordinate and organize multiple project schedules
  • Excellent written and verbal communication skills with ability to present complex technical information to diverse audiences
  • Proficiency in MS Office, project management software, Adobe Acrobat, Bluebeam, Smartsheet, and commissioning software platforms
  • Willingness to travel up to 50% to client sites across the USA
Preferred Skills
  • Advanced degree or Professional Engineer (PE) designation
  • Project Management Professional (PMP) certification
  • Certified Energy Manager (CEM), Certified Building Commissioning Professional (CBCP), Certified Power Quality Professional (CPMP), Building Commissioning Professional (BCxP), or Certified Commissioning Authority (CxA)

  • Experience with commissioning software platforms (Cx Alloy, Facility Grid, CXNOW, BuildingOS)

  • Strong business acumen with contract negotiation and client relationship management experience
  • Willingness and ability to travel internationally

Estimated compensation for this position:

85,000.00 - 128,000.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
