This opportunity entails leading project controls for assigned project(s) and ensures 4 for 4 - quality work, on time, on budget, and to the client's satisfaction. Provides leadership and project controls expertise. Closely works with project manager/director, clients, sub-consultants, project stakeholders and office/district/division leaders to successfully lead all aspects of project controls. Serves as a project controls resource for the offices and districts. May support the office/division in related areas to ensure successful, profitable project execution and completion. The number of employees directly and indirectly supervised by the Project Controls Manager is at least 5 but typically 7-10 or more or the Project Controls Manager is typically responsible for managing project controls functions on small to medium sized (e.g., up to $250M in construction costs) and/or simple to moderately complex capital projects.

What You'll Do:

  • Establishes and manages the project controls staff assigned to the project, including budget/cost estimating, scheduling, document control and information systems, risk management and claims analysis functions.
  • Creates, edits, and publishes guidelines, manuals, and documents for use by Project staff including the Project Management Plan, Project Controls Manual and Monthly Project Progress Reports.
  • Develops and maintains relevant project controls procedures and work instructions.
  • Supervises the scheduling efforts for the project to include the preparation and analysis of schedule baseline, progress schedules, specialty schedules, schedule analysis and project progress reporting.
  • Assists in or directs the preparation of specialty schedules, project labor forecasts, and cash flows.
  • Supervises the cost efforts of the project to include guidance and oversight of the cost management system, preparation of cost report templates, and issue of monthly Cost and Change Management report deliverables.
  • Analyzes variances in cost and schedule performance and design/construction changes against the baseline estimate and schedule, communicates reasons for variances to relevant management entities. Identifies trends and deviations and recommends corrective courses of action. Recommends solutions or recovery plans for schedule/cost impacts or delays.
  • Manages and maintains the implementation and utilization of project controls systems necessary to support the project including but not limited to; PMCS, doc control, cost and scheduling systems.
  • Develops and maintains a cost estimating capability and supervises the estimating efforts for the project to include developing construction estimates, preparing independent cost estimates, and supporting scenario analysis.
  • Oversees development and maintenance of an automated system that allows for the efficient capturing, storing, retrieval, and reporting of technical and business information including cost and schedule status.
  • Supervises the Document Control efforts of the project including the administration, filing, and archiving of engineering, procurement, and construction documents, reports, deliverables, invoices, and other business policies and procedures.
  • Develops and produces weekly, monthly and special reports in a timely manner for the client and PM staff to monitor progress and status of the project, including input from contractor.
  • Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project and dissemination of information/reports/deliverables to the PM, client, and stakeholders.
  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession for a small to medium size project controls section or department within an office

What You'll Need:

  • Bachelor's degree in relevant field and 8 years of relevant experience, or
  • In lieu of education, 12 years of relevant experience

What We Prefer:

  • 5 years Engineering, Procurement and Construction (EPC) or Architecture & Engineering (A&E) project controls experience including two or more of the following: scheduling, cost estimating/budget control, and document control
  • One or more of following AACE certifications: PSP, EVP, CCP, CEP, DRMP
  • Project Controls experience in two or more phases of project lifecycle (e.g., predesign, design, procurement, construction, and post-construction phases)
  • Project Controls experience working as client's PM/CM agent (e.g., providing program management/construction management services), or as part of design-build contractor (or equivalent design and construction experience)

The approximate pay range for New York is $150,500.15 - $300,511.68. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual's qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
