We are currently searching for a Manager, Program Management Professional, to join our Program Support Specialists (PSS) Department working with our International Space Station (ISS) Program Management team located in Windsor Locks, CT. This position will be onsite.

Detail-oriented multitasker – The successful candidate will be able to handle multiple issues that affect many Mission Systems products at the same time
Analysis – Demonstrates the ability to provide a logical, in-depth analysis of a problem or situation
Decisiveness – Exhibits the personal confidence necessary to make critical decisions, even amidst controversy and doubt
Judgment – Bases decisions on factual information and considers alternative courses of action before reaching decisions
Assist with development of compliant bid/proposals in response to customer requests for procurement (RFP).


Emphasis is focused on supporting the program execution teams with cost accounting / finance activities. In addition, a variety of activities such as management of portions of program execution, financial reporting, customer interaction/action item reporting, subcontract management support, material statusing, customer deliverable management, risk and opportunity management, and all levels of coordination with the core program team.  This position coordinates activities across the Collins shared services business model and requires collaborative working relationships with Operations, Engineering, Manufacturing, Sales, Contracts, Supply Chain, Quality, and IPP&C (Finance) points of contact in various instances of onsite, hybrid, and remote environments. 

What You Will Do

  • Ensuring RLPM (RTX Lifecycle Program Management) methodology for assigned project(s)
  • Receive minimal instruction on day-to-day work assignments. Plans schedules and arranges own activities in accomplishing objectives.
  • Proposal / Program Manager for proposal activity
  • Leading their Project specific IPTs (schedule updates, standup meetings, Risk and Opportunity capture, etc.)
  • Reporting program status to program manager / senior management
  • Financials / Cost Account Manager (CAM) Responsibility
  • Voice of the customer / weekly project status reporting to customer
  • Keeping program manager up to date on any significant issues / accomplishments
  • Working with other VSS / VSLs and functional leads to ensure the appropriate priority and are aligned with customer commitments
  • Knowledge of industry practices and standards and use of professional concepts
  • Receives minimal instruction on day-to-day work assignments. Plans schedules and arranges own activities in accomplishing objectives
  • Networks with senior internal and external personnel in own area of expertise on issues. Represents organization as a prime contact on key issues


The ideal candidate must be a self-starter and have experience of driving a cross functional team to deliver to tight timelines, while still being able to manage effective relationships.

Qualifications You Must Have

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • 3+ years of previous Program or Project Management experience required

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
