Program Management Specialist, Senior
The Opportunity:
On our team, you'll implement and maintain organizational programs in support of the Technical Director. You'll work with key stakeholders to review technical proposals, assist with Science and Technology (S&T) management, gather information and develop Program Objective Memorandum (POM), assist with the development, administration, and tracking of technology transfer and delivery agreements. You'll help with tactical planning using resources like Word, PowerPoint, and suite of office tools, as well as program specific Power BI tools. You'll have regular interactions with Subject Matter Experts, schedulers, customers, project analysts, technology developing agencies, and the S&T community.
This role focuses on operational excellence through comprehensive Program & Financial Management and continuous workflow refinement. You will evaluate existing organizational frameworks to uncover operational bottlenecks, skill gaps, and friction points, breaking down communication silos to establish transparent, cross-functional workflows. Additionally, you will design, document, and deploy standardized operational processes to transform fragmented systems into operational success. A key responsibility includes intercepting and translating complex client requirements into clear, actionable tasks for the engineering and analysis teams to ensure seamless project execution.

You Have:
  • 5+ years of experience in technical program management, organizational advising, or operational restructuring
  • Experience with process improvement or strategic planning
  • Experience mentoring personnel, resolving conflicts, and motivating teams through organizational change
  • Experience with MS Office Suite and data visualization tools such as Power BI
  • Ability to manage and prioritize workload with minimal supervision
  • Ability to communicate straightforward, articulately, and assertively to manage difficult conversations up and down the chain of command
  • Secret clearance
  • Bachelor's degree

  • Experience supporting S&T programs
  • Experience navigating the DoD PPBE process, including developing POM submissions

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
