Program Manager, ASR International Corporation
Location: Laughlin, Texas
Employment Type: Full-time, contingent upon contract award (BPA supporting 47th Civil Engineer Squadron)
Position Summary: ASR International Corporation is seeking an experienced Program Manager to provide program management support and construction oversight services for projects at Laughlin AFB, TX. The Program Manager will coordinate with client, end users, and stakeholders to manage the full lifecycle of projects including planning, programming, grant writing, design, construction, execution, and closeout. Projects may include Construction Task Orders (CTOs), Defense Community Infrastructure Program (DCIP), Defense Economic Adjustment Assistance Grants (DEAAG), Public Schools on Military Installations (PSMI), Military Installation Readiness (MIR), and other IPL/FSRM-related efforts.
Key Responsibilities
  • Coordinate project requirements with end users, 47 CONS, and 47 CES to ensure proper execution of programming, planning, design, construction, and renovation programs.
  • Track planning, programming, grant writing, execution, budgeting, and closeout of assigned non-dFSRM projects.
  • Planning: Meet with stakeholders, submit work task/work order requests in NexGen, research applicable regulations, and identify additional approval stakeholders.
  • Programming: Request project numbers, draft/finalize DD Form 1391s, produce AF Form 9s, generate Class 1/3/5 Independent Government Estimates (IGEs), draft/submit AF Form 813s, draft Statements of Work (SOWs), produce drawings (AutoCAD/Photoshop), develop liquidated damages, generate AF Form 1354s, support technical evaluations and source selection, host site visits, process RFIs/AF3000s, and maintain accurate project files. Deliver complete project packages to 47 CONS within 60 calendar days.
  • Grant writing & management: Support identification, securing, and management of external funding, research grants, and interagency resources; serve as liaison with community partners as assigned.
  • Execution: Attend kick-off and design review meetings; host stakeholder meetings; perform daily site visits for quality assurance; communicate contract issues to 47 CONS within 1 hour; participate in value engineering; conduct milestone inspections; generate weekly/monthly reports; prepare SOWs for modifications; coordinate utilities and free-zone requests; submit O&M manuals.
  • Closeout: Submit as-builts to GeoBase, ensure complete closeout folders, file warranty calls, and conduct post-occupancy inspections.
  • Prepare and submit Weekly Activity Reports (by Monday following each work week) covering project status, schedule (including critical milestones and delays), deliverables, awarded contract information, and progress.
  • Adhere to 32-series Civil Engineer AFIs, USAF CE Playbooks, Whole Building Design Guidelines (WBDG), and other applicable guidance.

Required Qualifications
  • MUST BE A US CITIZEN
  • Bachelor's degree in engineering, engineering management, project management, construction management, or architecture.
  • Minimum of eight (8) years of experience in design, management, or construction on federal projects within the last five (5) years.
  • Ability to read, write, understand, and speak English fluently.
  • Ability to obtain and maintain a favorable Tier 1 (T1) suitability/fitness determination, Common Access Card (CAC), and base access.
  • Must sign a Non-Disclosure Agreement (NDA) before starting work.

Preferred Qualifications
  • Professional licensure as an Engineer or Architect.
  • Project Management Professional (PMP) certification.
  • Certified Associate in Project Management (CAPM).
  • AutoCAD Certified Associate (ACA) or higher.
  • E4Clicks Introductory course certificate (AACE International) or higher.
  • Recent experience with NexGen, RSMeans/E4Clicks pricing, and federal construction programming (DD 1391s, IGEs, etc.).

Additional Information: Work is performed primarily on-site during normal base operating hours (0730-1630 Central Time, Monday-Friday, excluding federal holidays). Telework may be authorized at the discretion of the Contracting Officer and local commander consistent with Air Force policy. Contractor must provide or ensure access to company vehicles (white, insured, airfield-approved), PPE, cell phone, and required training certificates as specified in the PWS.
