Job description

STV is seeking a Project Controls Specialist to join our Project Controls department at our New York City office.

Our Project Controls professionals play a critical role in helping clients successfully deliver complex capital programs through effective cost management, scheduling, forecasting, reporting, risk management, and performance monitoring. We are seeking a motivated and analytical Project Controls Specialist II to join our growing Project Controls team in New York City.

This role offers the opportunity to work alongside industry-leading project managers, cost engineers, schedulers, and client stakeholders on some of the nation's most significant transportation, transit, infrastructure, aviation, and facility projects.

Position Summary

The Project Controls Specialist II will support project planning, cost management, scheduling, forecasting, performance reporting, and change management activities across multiple projects and programs. The successful candidate will help ensure project performance is accurately measured, monitored, and reported while supporting project teams in achieving schedule and budget objectives.

This position is ideal for an emerging project controls professional who possesses a strong understanding of project controls principles and is ready to take on increasing levels of responsibility supporting complex infrastructure and capital programs.

Responsibilities

Cost Management & Forecasting

  • Assist in the development and maintenance of project budgets, cost reports, and forecasts.

  • Monitor project expenditures, commitments, and budget performance.

  • Perform cost variance analysis and identify potential financial risks.

  • Support Estimate at Completion (EAC) forecasting and earned value reporting activities.

  • Review invoices, pay applications, and supporting documentation for accuracy and compliance.

  • Assist project teams in identifying opportunities to improve cost performance.

Scheduling & Progress Tracking

  • Develop, update, and maintain project schedules using Primavera P6, Microsoft Project, or similar scheduling tools.

  • Monitor project milestones, critical path activities, and overall schedule performance.

  • Support schedule analysis, schedule health assessments, and progress reporting.

  • Assist with delay analysis and schedule recovery planning efforts.

  • Coordinate schedule updates with project managers, technical teams, and client stakeholders.

Change Management & Risk Analysis

  • Support change order tracking and documentation processes.

  • Assist in evaluating schedule and cost impacts associated with project changes.

  • Maintain project controls logs, risk registers, and supporting documentation.

  • Help identify project risks and participate in mitigation planning activities.

  • Support claims avoidance through accurate documentation and reporting.

Reporting & Performance Management

  • Prepare recurring project controls reports, dashboards, and performance metrics.

  • Analyze project data and communicate trends, risks, and issues.

  • Support executive and client reporting requirements.

  • Develop and maintain reporting tools utilizing Excel, Power BI, and other project controls technologies.

  • Ensure project controls documentation is accurate, complete, and maintained in accordance with company standards.

Collaboration & Project Support

  • Work closely with project managers, schedulers, cost engineers, construction managers, and client representatives.

  • Participate in project meetings and provide updates regarding project performance.

  • Support implementation of project controls standards, procedures, and best practices.

  • Contribute to continuous improvement initiatives within the Project Controls Department.

  • Assist with project audits, reviews, and client deliverables as required.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business, Finance, Economics, or a related discipline.

  • 0-5 years of project controls, scheduling, cost engineering, project management support, or related experience.

  • Experience supporting transportation, transit, infrastructure, construction, engineering, or capital improvement projects.

  • Working knowledge of:

    • Cost Management

    • Project Forecasting

    • CPM Scheduling

    • Change Management

    • Risk Management

    • Earned Value Management (EVM)

    • Project Performance Reporting

  • Proficiency with Microsoft Excel and Microsoft Office Suite.

  • Experience utilizing Primavera P6, Microsoft Project, or other scheduling tools.

  • Strong analytical, organizational, problem-solving, and communication skills.

  • Ability to manage multiple assignments in a fast-paced project environment.

Preferred Qualifications

  • Experience supporting projects for public agency clients, transportation authorities, or large infrastructure programs.

  • Working knowledge of project management information systems (PMIS) such as e-Builder, Kahua, Unifier, Prism, or similar platforms.

  • Experience with Power BI, Tableau, or other business intelligence tools.

  • Familiarity with cost-loaded schedules and earned value methodologies.

  • Professional certifications or progress toward certification such as:

    • AACE Certified Cost Professional (CCP)

    • Planning & Scheduling Professional (PSP)

    • PMI Project Management Professional (PMP)

Compensation Range:

$86,464.77 - $98,816.88
