Job description

Position Overview

The Head of Operations is the senior executive responsible for the end-to-end operational service delivery of DataCT in its capacity as the CT Plan Administrator. The role owns all day-to-day administrative operations — subscriber onboarding, usage tracking, direct and indirect billing, MISU processing, delinquency management, reporting, and compliance operations — and is accountable for meeting or exceeding Service Level Agreements committed under the Administrator Services Agreement.

This is a hands-on, build-and-run role. The Head of Operations will design, implement, and operate the scalable infrastructure required to support approximately 2,000 subscribers and the high-volume invoicing, revenue-allocation, and audit workflows that follow. The role works closely with DataBP LLC (technology services provider), Deloitte (PMO and accounting/receivables), and the SIP Processors, and is expected to instill a digital-first, continuous-improvement culture across the Operations function.

DataCT operates under the independence, governance, and transparency framework established in the CT Plan and the Administrator RFP. All staff are expected to uphold the independence of the Administrator function, avoid actual or perceived conflicts of interest, and support the governance reporting obligations of the Operating Committee of CT Plan LLC.

Core Responsibilities

Operational Service Delivery

  • Own end-to-end operational delivery of all CT Plan Administrator functions, including subscriber onboarding, entitlement provisioning, usage tracking, billing, MISU handling, delinquency management, and customer service.

  • Establish and maintain Service Level Agreements, Standard Operating Procedures, and runbooks for every operational process.

  • Operate the direct-billed and indirect-billed subscriber programs and manage global account operations.

  • Supervise vendor and subscriber reporting cycles, including usage declarations, exception handling, and reconciliation to billing.

Technology and Infrastructure Oversight

  • Partner with DataBP LLC and internal/third-party technology teams to oversee the day-to-day operation, monitoring, capacity, and performance of DataCT's operational systems.

  • Direct resilience programs, incident response, change management, and release management for operational systems.

  • Ensure Regulation SCI readiness, including BCP/DR testing, cyber resilience, and required regulator coordination.

  • Govern access controls, segregation of duties, and operational audit trails.

Scalability, Capacity, and Digital-First Operations

  • Maintain a forward-looking capacity model covering subscriber growth, reporting complexity, and policy evolution.

  • Champion a digital-first strategy that streamlines administrative processes, reduces operational risk, and maximizes operating leverage.

  • Lead continuous-improvement and automation initiatives across licensing compliance, margin expansion, and revenue assurance.

  • Ensure operational capacity to support approximately 2,000 subscribers at full operating state.

Reporting, Analytics, and KPIs

  • Operate DataCT's Operational Analytics capability, including executive, Board, and Operating Committee dashboards.

  • Produce monthly and quarterly operational performance reports covering SLA attainment, incident trends, billing accuracy, audit recoveries, and customer satisfaction.

  • Establish, measure, and report operational KPIs consistently across all functions.

Subcontractor and Vendor Management

  • Own operational performance management for DataBP LLC, Deloitte service lines (PMO, Accounting & Tax, Payroll), and other operational vendors.

  • Administer SLA performance reviews, service credits, and escalation protocols.

  • Coordinate independence certifications and conflicts attestations from operational subcontractors consistent with CT Plan governance obligations.

Transition and Implementation

  • Lead the operational transition from legacy CTA and UTP Plan administration to the unified CT Plan Administrator model, including hot-cutover readiness by the contractual implementation deadline.

  • Coordinate with SIP Processors, CT Plan counsel, Deloitte, and DataBP to deliver seamless subscriber and revenue migration.

  • Operationalize all Standard Operating Procedures and Service Level Agreements by go-live.

Organizational Leadership

  • Build and lead the Operations organization across Technology Operations, Reporting & Compliance Operations, Operational Analytics, and Level 1 Support.

  • Develop operating rhythms, training, and career pathways consistent with the DataCT Resourcing Experience and Expertise Classification Framework.

  • Foster a culture of operational excellence, transparency, customer responsiveness, and public-market integrity.

Key Performance Indicators

  • SLA attainment across operational processes.

  • Billing accuracy; dispute rate; days sales outstanding (operational component).

  • Audit recovery and compliance outcomes.

  • Incident frequency, severity, and mean time to resolution.

  • Capacity utilization vs. plan; automation/digitization coverage.

  • Customer satisfaction (CSAT/NPS) for operational touchpoints.

  • On-time delivery of transition milestones and go-live readiness.

Qualifications

  • Fifteen or more years operating market-data, exchange, SIP, or financial-market-infrastructure operations functions.

  • Demonstrated track record building and scaling operations from an early state to full production in a regulated environment.

  • Deep familiarity with usage-based licensing, subscriber billing, audit, MISU, and reporting workflows.

  • Experience standing up Reg SCI, BCP/DR, incident-response, and resilience programs.

  • Bachelor's degree required; advanced degree or industry certifications preferred.

Skills and Competencies

  • Operational leadership at executive scale; change management in regulated environments.

  • Process design, SOP authorship, and SLA governance.

  • Data literacy and analytics fluency; ability to translate operational metrics into executive narratives.

  • Vendor and subcontractor management.

  • Strong written and verbal communication for Board, regulator, and Operating Committee audiences.

Tools and Systems

  • Workflow/ticketing (Jira, ServiceNow), CRM (Salesforce or equivalent), CLM (Ironclad, DocuSign), entitlement/billing systems, BI (Power BI, Tableau), Microsoft 365, Confluence/Notion.

Location Requirement

This position requires regular, in-person physical presence at DataCT's principal offices in New York City. DataCT's core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.

Compensation and Benefits

  • Base Salary Range - $235,000-275,000 (commensurate with experience, qualifications, skills, education, internal equity, and market data).

  • Eligible for performance-based incentives consistent with the role level.

  • Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
