What You Will Do:

The Operations Facilitation Specialist for International Partnerships will provide advisory, analytical, and coordination support for engagements involving international partners, government cybersecurity stakeholders, technical teams, and other operational partners. The specialist will combine strong consulting, analytical, and communication skills with practical familiarity in cyber threat intelligence, security operations center processes, cyber incident response, and international cyber defense cooperation. This domain knowledge is necessary to engage technical and policy stakeholders, understand operational information‑sharing requirements, and translate complex cybersecurity issues into effective partner engagements, executive materials, and follow‑through actions. Apply cyber threat intelligence, security operations, and incident‑response knowledge when researching partner capabilities, planning engagements, and developing recommendations. Work with technical and operational teams to understand threat activity, defensive priorities, incident‑coordination needs, and information‑sharing considerations. Translate technical cyber threat, vulnerability, and incident information into clear materials for international partners, policymakers, and senior leaders. Support planning and coordination across international partners, government cybersecurity stakeholders, technical teams, and other operational partners. Help manage relationships with foreign government representatives, international organizations, and other authorized partners. Plan and facilitate bilateral and multilateral meetings, working groups, workshops, briefings, and coordination sessions. Conduct research and stakeholder analysis to identify partner priorities, capabilities, constraints, and potential areas of collaboration. Synthesize technical, policy, and operational inputs into concise insights, options, and recommendations. Prepare executive briefings, talking points, meeting books, background papers, read‑ahead materials, decision papers, and summaries. Translate strategies, policies, and leadership priorities into engagement plans, project activities, timelines, and deliverables. Coordinate inputs across technical, policy, legal, operational, and international‑affairs teams. Document decisions, actions, risks, dependencies, and follow‑up requirements and monitor them through completion. Support time‑sensitive engagements by organizing stakeholders, maintaining clear communications, and providing accurate status updates. Identify and communicate partnership opportunities, coordination challenges, and barriers to implementation.

What You Will Need:

Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred. Bachelors degree Minimum THREE (3) years of experience in consulting, cyber or related field. Working knowledge of cyber threat intelligence concepts, analytic processes, intelligence products, and information‑sharing considerations. Experience with or substantive familiarity with security operations, cyber defense workflows, incident response, or threat intelligence functions. Ability to discuss cybersecurity operations credibly with technical specialists while communicating implications to policy and executive audiences. Experience in management consulting, research and analysis, program coordination, stakeholder engagement, international affairs, or a related field. Experience supporting cybersecurity, technology, national security, foreign affairs, or another complex mission environment. Experience supporting international partners, multinational initiatives, foreign government stakeholders, or cross‑border programs. Strong writing skills and experience developing briefings, reports, meeting materials, or executive‑level products. Strong verbal communication, presentation, facilitation, and stakeholder‑engagement skills. Ability to understand complex technical and policy topics and translate them for senior and nontechnical audiences. Strong organizational skills, attention to detail, and ability to manage multiple activities and deadlines. Sound judgment when handling sensitive information and partner relationships.

An ACTIVE and MAINTAINED "TOP SECRET" Federal or DoD security clearance Experience supporting international cyber incident coordination, operational information sharing, or bilateral or multilateral cyber defense initiatives. Experience supporting a federal cybersecurity organization, international partnership mission, interagency coordination effort, or comparable public‑sector program. Experience in a multinational, diplomatic, defense, intelligence, law enforcement, or international‑affairs environment. Familiarity with cybersecurity cooperation, information sharing, incident coordination, or critical infrastructure risk. Experience supporting bilateral or multilateral engagements and senior‑level meetings.
