Summary
The Safety Manager is responsible for developing, implementing, auditing, and enforcing the companys Health and Safety programs, policies, and procedures in accordance with federal, state, local, and client requirements. This position drives field engagement, subcontractor compliance, incident prevention, and continuous improvement to promote a safety-first culture
Positional Responsibilities
The position is responsible for coordinating with executive and department leadership to ensure all associated goals are realized. Anticipated tasks include but are not limited to:
  • Safety Program Leadership: Maintain and improve the Health and Safety Manual, Standard Operating Procedures, Job Hazard Analysis, Risk Registers, and Site-Specific Safety Plans.
  • Maintain policy and procedural regulatory compliance and adherence to OSHA, ANSI/ASSP Z359 Fall Protection, NATE Best Practices, FCC RF, NESC, NFPA 70E, MUTCD traffic control, DOT/FMCSA, confined space, hot work, lock out/tag out.
  • Tower Safety: Fall protection, rigging/hoisting plans, rescue plans & drills, RF exposure controls, climbing authorizations, gin pole/capstan winch controls, aerial & ground inspections, hot work, weather & lightning protocols, material handling, and subcontractor oversight.
  • Fiber/Civil Construction: Trenching & excavation, utility location, shoring, traffic control plans, ROW/rail permits, HDD safety, work zone setup, material handling, and subcontractor oversight.
  • Subcontractor Management: Prequalification & annual reviews, contract safety exhibits, site-specific safety plan review/approval, kickoff orientations, field audits, performance scoring, corrective actions.
  • Training: Coordinate and track tower rescue, fall protection, RF awareness, first aid/CPR/AED, forklift/aerial lift, rigging/signalperson, trenching, hazard communication, lock out/tag out, and driver safety training and compliance.
  • Field Audits: Conduct/record site safety inspections; verify PPE, equipment inspections, permits, and daily JHAs; issue corrective action plans and stop-work when needed.
  • Incident management: Triage, notifications, root cause analysis (TapRooT/5-Why), corrective/preventive actions/lessons learned, OSHA reporting/recordkeeping.
  • Equipment/PPE: Specify, issue, track, and inspect fall protection, rescue kits, RF monitors, gas monitors, ladders, lifts, and rigging gear.
  • Client/agency interface: Attend preconstruction (as needed), safety walks, audits; respond to RFP safety sections; support permits and regulatory interactions.
  • Metrics and reporting: Maintain OSHA logs, leading/lagging indicators, reporting to leadership monthly; drive goals and action plans including identifying trends, mitigating risk, and driving continuous improvement. Leverage near-miss data to strengthen the company's safety program, enhance employee engagement, and foster a proactive safety culture thru continuous evaluation, employee engagement, and ongoing improvement.
  • Emergency Preparedness: Site ERP development, drill coordination, severe weather/heat stress plans, medical response coordination.
  • Quality Integration: Align safety with operations (engineering, inspections, and construction).
  • Administer and execute the company Safety Dollars recognition program, ensuring consistent implementation and employee engagement.
  • Fleet and Driver Safety: MVRs, vehicle inspections, DOT files (if applicable), distracted driving, and journey management.
  • Culture: Lead by example, recognition programs, supervisor mentoring, and coaching.
Due to the nature and limited timelines of most projects, the selected individual should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast-paced environment where communication with co-workers and strategic partners is paramount.
Computer Software Experience
  • In-depth knowledge of Microsoft Office, particularly Word and Excel are required.
  • Competency in Construction Project Management Systems is preferred.
Required Experience and Supplementary Skills
  • Minimum of five (5) years of Health & Safety experience in telecommunication tower construction, utility/fiber construction, and/or civil construction with a strong field-based background.
  • Demonstrated subcontractor safety oversight across multi-state projects.
  • Strong knowledge of OSHA 1910/1926, ANSI Z359, NESC, FCC RF, NFPA 70E, MUTCD.
  • Extensive experience creating JSAs, lift/rigging and rescue plans, and conducting incident investigations.
  • Proficiency with safety software (incident logs, audits, training LMS).
  • Effective and positive communication and problem solving skills (identify, analyze, research, evaluate, resolve) as related to project, personnel, and Client issues.
  • Proven conflict management skills to facilitate effective resolution of issues.
  • General knowledge and understanding of tower structure & foundation construction, site civil construction, and fiber construction means & methods including equipment operation.
  • Expanded knowledge of and thorough familiarity with codes and standards relating to telecommunication structures, including TIA/EIA-222 requirements.
  • Thorough understanding of DOT regulations and policies as they relate to equipment and material transportation and hauling.
  • Complete understanding of OSHA Safety Code & Regulations, Industry Best Practices, and Jurisdiction Requirements as they relate to Construction and Field Services.
  • Ability to safely navigate variable conditions at a construction site, including cluttered areas, working around heavy equipment, working in adverse weather conditions, low or no light conditions, and maneuvering across uneven surfaces and other challenging site conditions.
  • Possess CPR/First Aid, RF Awareness, OSHA 30-Hour Certifications.
  • Must possess and maintain a valid drivers license and be insurable under the companys standards employment contingent upon passing a motor vehicle record (MVR) check.
  • CHST, STS-C, CSP, CUSP, or equivalent; NFPA 70E training; ATSSA TCS for traffic control; NWSA; Authorized/Competent Climber & Rescuer Trainer, OSHA 500/510a plus.
Education
Bachelor of Science or equivalent work experience is required.
Physical/work conditions
Regular site visits and climbs; lift/carry up to fifty (50) pounds; work at heights, in varying weather, around RF sources, energized equipment, trenches, and active roadways.
