Job description

We are seeking a highly motivated and results-driven Project Manager to lead utility construction operations throughout Florida. This role requires a unique blend of strong operational leadership and project management expertise to successfully execute natural gas distribution, underground utility, and infrastructure construction projects.

The ideal candidate is a field-oriented leader who understands how to manage both people and projects. This individual will be responsible for overseeing daily operations, project execution, financial performance, safety compliance, client relationships, and workforce productivity while ensuring projects are delivered on time, within budget, and to the highest quality standards.
This is a leadership role for someone who thrives in a fast-paced construction environment and possesses a deep understanding of utility operations, underground construction methods, and project controls.

Essential Duties & Responsibilities:

Operations Leadership:

  • Provide overall leadership and direction for multiple utility construction projects and field operations.
  • Direct and support Superintendents, Foremen, and field personnel to achieve operational excellence.
  • Drive workforce productivity, accountability, and project execution across assigned territories.
  • Develop staffing plans, resource allocation strategies, and equipment utilization plans.
  • Foster a culture centered on safety, quality, productivity, and continuous improvement.
  • Conduct regular field visits to monitor project progress, crew performance, and operational efficiency.
  • Resolve operational challenges and remove barriers impacting project success.

Project Management:

  • Manage projects from pre-construction through closeout.
  • Develop and maintain project schedules, budgets, forecasts, and resource plans.
  • Monitor project financial performance including labor productivity, equipment utilization, material costs, and subcontractor performance.
  • Prepare and review project status reports, forecasts, change orders, and cost analyses.
  • Identify project risks and implement mitigation strategies.
  • Ensure all contractual obligations, milestones, and deliverables are met.
  • Collaborate with estimating, engineering, procurement, and operations teams to ensure successful project execution.

Client & Stakeholder Management:

  • Serve as the primary point of contact for utility clients, municipalities, developers, and stakeholders.
  • Build and maintain strong client relationships through proactive communication and exceptional service delivery.
  • Participate in project planning meetings, operational reviews, and client presentations.
  • Identify opportunities for additional work and business development within existing accounts.

Safety & Compliance:

  • Champion a safety-first culture and ensure compliance with all company, client, OSHA, DOT, and regulatory requirements.
  • Conduct project audits, site inspections, and safety reviews.
  • Ensure crews maintain proper documentation and adhere to all environmental and permitting requirements.
  • Support incident investigations and corrective action implementation.

Financial Management:

  • Manage project budgets, forecasts, and profitability.
  • Review and approve project expenditures, purchase orders, subcontractor invoices, and change orders.
  • Analyze project performance metrics and implement corrective actions when necessary.
  • Drive operational efficiencies to improve project margins and client satisfaction.


Required Qualifications:

  • Minimum 7+ years of progressive utility construction experience.
  • Minimum 5+ years of Project Management experience within the natural gas, utility, underground construction, or infrastructure industries.
  • Strong operations management background with demonstrated experience leading field personnel and construction operations.
  • Experience managing multiple concurrent projects and geographically dispersed teams.
  • Proven knowledge of project controls, scheduling, budgeting, forecasting, and cost management.
  • Experience with underground utility construction, natural gas distribution systems, pipeline installation, and utility infrastructure projects.
  • Strong understanding of crew productivity, equipment utilization, and construction operations management.
  • Excellent leadership, communication, negotiation, and problem-solving skills.
  • Proficiency in Microsoft Office Suite and project management software.


Preferred Qualifications:

  • Bachelor's Degree in Construction Management, Engineering, Business Management, or related field.
  • PMP Certification preferred.
  • Experience with natural gas distribution systems, mains and services, directional drilling, utility relocation, and infrastructure construction projects.
  • Primavera P6 experience preferred.
  • Experience managing self-perform construction crews.
