GENERAL DESCRIPTION
This is a senior-level professional position responsible for the County's learning and organizational development function. This position has broad responsibility for countywide training strategy, program design, direct facilitation, workforce development planning, and organizational consultation with departments. The employee is expected to independently assess needs, create training materials, personally conduct training sessions, and recommend long-range improvements to strengthen workforce capability and support organizational effectiveness. This position does not supervise staff, but it carries a high degree of independence, subject-matter responsibility, and County-wide influence.

ESSENTIAL JOB FUNCTIONS
~ Develops, coordinates, and leads a comprehensive County training and organizational development program.
~ Assesses countywide and department-specific training and development needs through consultation, feedback, data, and organizational review.
~ Designs, prepares, and personally delivers training programs, workshops, presentations, and related materials for employees, supervisors, and leadership.
~ Develops and conducts required compliance training and ensures appropriate processes exist for documentation and completion tracking.
~ Designs and delivers onboarding, supervisor development, leadership development, and other employee development initiatives.
~ Consults with departments and leadership regarding employee development needs, training priorities, and organizational effectiveness opportunities.
~ Recommends training strategies and workforce development approaches that align with County goals, operational needs, and risk reduction efforts.
~ Oversees and maintains learning management processes, training records, learning resources, and related reporting tools.
~ Establishes standards and practices for training development, delivery, evaluation, and documentation.
~ Evaluates training effectiveness through participation data, feedback, observed outcomes, and other performance measures, and recommends improvements.
~ Develops policies, procedures, guides, and other supporting materials related to training and organizational development functions.
~ Coordinates with outside vendors, consultants, or partner organizations as needed for specialized training resources or services.
~ Serves as a subject matter resource to departments on learning, development, and training-related matters.
~ Performs related work as required.
REQUIREMENTS/PREFERENCES
Education:
Bachelor's degree from an accredited college or university in Human Resources, Organizational Development, Education, Public Administration, Business Administration, or a related field; or any equivalent combination of training, education, and experience sufficient to demonstrate the knowledge, skills, and abilities required to perform the work.
Experience:
Three or more years of progressively responsible experience in employee training, learning and development, organizational development, Human Resources, or a related field. Experience designing, coordinating, and delivering training programs required. Experience with compliance training, onboarding, supervisor development, and use of a learning management system preferred. Public sector or local government experience preferred.
Certifications/Licenses:
None required.
Knowledge, Skills and Abilities:
Knowledge of training, learning, and organizational development principles and practices, adult learning methods, and training evaluation. Knowledge of compliance-related training requirements, employee development practices, and learning management systems. Skill in designing and delivering effective training programs, preparing training materials, and facilitating training for employees, supervisors, and leadership. Ability to assess organizational and departmental training needs, recommend practical learning solutions, manage multiple priorities, and maintain accurate training records. Ability to work independently, establish and maintain effective working relationships, and communicate ideas and recommendations clearly and concisely both orally and in writing.
