As we continue expanding into federal, state, municipal, and commercial contracting, we are seeking an experienced and highly organized Procurement Specialist to lead procurement efforts, identify contract opportunities, manage bid submissions, and support the company’s continued growth.

This position is ideal for a motivated professional who thrives in a fast-paced environment and understands government contracting, proposal development, and strategic procurement.

Position Summary

The Procurement Specialist is responsible for researching procurement opportunities, monitoring bid portals, coordinating proposal submissions, maintaining compliance documentation, and supporting business development efforts.

This individual will work closely with executive leadership to ensure Top Shelf Security Services remains competitive while pursuing local, state, federal, and private sector contracts.

The ideal candidate is detail-oriented, organized, proactive, and capable of managing multiple deadlines simultaneously.

Key Responsibilities

Procurement & Contract Management

· Research and identify government and commercial bid opportunities daily.

· Monitor procurement websites, bid portals, and contracting databases.

· Review Requests for Proposals (RFPs), Invitations for Bid (IFBs), Requests for Quotations (RFQs), and Requests for Information (RFIs).

· Analyze solicitation requirements and communicate project scope to leadership.

· Track bid submission deadlines.

· Prepare procurement calendars and opportunity reports.

Proposal Development

· Coordinate proposal development from start to finish.

· Gather required documents for bid submissions.

· Prepare compliance checklists.

· Ensure proposals meet all solicitation requirements.

· Assist with pricing documentation.

· Coordinate proposal packaging and final submission.

· Maintain proposal templates and standard company documents


Vendor & Supplier Management

· Build relationships with vendors and subcontractors.

· Request pricing and quotations.

· Evaluate supplier pricing.

· Maintain supplier database.

· Coordinate procurement of equipment, uniforms, technology, and operational supplies.

· Negotiate pricing when appropriate.

Government Contracting

Monitor opportunities through various procurement platforms, including:

· SAM.gov

· Michigan SIGMA

· MITN Purchasing Group

· BidNet Direct

· local municipalities

· counties

· state agencies

· federal agencies

· educational institutions

· hospitals

· public authorities


Maintain company compliance documentation including:

· SAM Registration

· Certificates of Insurance

· Business Licenses

· Security Agency Licensing

· Capability Statements

Administrative Duties

· Maintain procurement database.

· Update bid tracking spreadsheets.

· Maintain contract files.

· Track awarded contracts.

· Prepare executive procurement reports.

· Schedule procurement meetings.

· Coordinate communication between departments.

Qualifications

Required

· Bachelor’s degree in Business Administration, Supply Chain Management, Public Administration, Procurement, or related field (preferred but not required with equivalent experience)

· Minimum of 2 years of procurement, contract administration, purchasing, or proposal experience
