Job description

Senior Manager – FEMA

We are seeking a Senior Manager – FEMA in our Government Services practice to lead large‑scale disaster recovery programs under the Federal Emergency Management Agency (FEMA).

Responsibilities
  • Lead large, complex state and community‑level recovery programs administering FEMA funds, including compliance, financial oversight, audit, financial management, and closeout activities.
  • Evaluate client needs, recommend project approaches, define engagement scope, manage activities, and maintain quality control of all deliverables.
  • Drive revenue through new and incremental growth of current and prospective clients.
  • Manage the team through all phases of a program—strategic planning, work planning, mobilization, execution, and completion—to meet scope, schedule, budget, and contract requirements.
  • Interpret federal regulations and provide guidance on project implementation.
  • Engage in business‑development activities: attend conferences, respond to RFPs, identify funding opportunities, find teaming partners, and develop proposals.
  • Advise executive leadership on emerging FEMA policy changes, federal legislation and disaster recovery trends; translate guidance into growth strategies and frameworks.
  • Build and sustain relationships with governmental entities and other firms involved in disaster recovery.
  • Lead proposal‑writing teams and coordinate submissions.
  • Develop thought leadership and insights on disaster recovery.
  • Identify recovery‑related assistance gaps and recommend ways to leverage resources for greater impact.
  • Supervise staff, coach performance, provide feedback to Directors and Partners, and complete annual evaluations.
  • Travel or work extended hours as required.
Qualifications
  • Bachelor’s degree in Public Policy, Public Administration, Public Safety, Emergency Management, Disaster Management, or a related field.
  • 10+ years of experience in disaster recovery, emergency management, and state, local, or federal disaster recovery programs.
  • 5+ years of consulting or client‑support experience with business development.
  • 5+ years in a management or supervisory role.
  • Deep knowledge of FEMA disaster programs, statutes, regulations, policies, and compliance/financial management functions.
Preferred Qualifications
  • Master’s degree.
  • Certifications: Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP).
  • Excellent interpersonal, written, and verbal communication skills.
  • Ability to work in a dynamic, fast‑paced, innovative environment.
  • Strong professionalism and confidentiality.
  • Computer literacy; proficiency in Microsoft Excel, Word, PowerPoint.
  • Experience with AI tools (Claude, Copilot, ChatGPT).
