Davenergy Solutions is currently seeking an onsite full-time Construction Manager Electrical Engineer (CM-EE) at the Sepulveda Veterans Medical Center in Los Angeles, CA.


This is required support needed to meet the Electronic Health Records Modernization (EHRM) infrastructure upgrade across the VA Sepulveda Healthcare System. 

Requirements

  • Conducts portions of daily inspections of site work, building construction work; documents discrepancies, code violations, improper materials, or techniques in the application of materials, substandard or poor-quality workmanship; monitors schedules on various aspects of ongoing daily activities to identify and mitigate project slippage and coordinate project phasing.
  • Responsible for the engineering analysis, development, design of, and the preparation of complete plans and specifications for new work and improvements. 
  • Provides technical oversight and evaluation concerning all engineering disciplines as they pertain to all project work.
  • Submit daily, weekly, and monthly reports indicating work completed, work in progress with estimated completion dates, work scheduled and outstanding work.
  • Utilize computerized management system applications, processing requests for information, preparing draft contract modification documents for the senior resident engineer's use, etc.; maintaining an inventory of materials, supplies and equipment and monitoring the quantity of materials used in the general administration and conduct of office operations.

Relevant Experience

  • Experience reviewing design and construction plans against existing site conditions.
  • Experience in the resolution of unforeseen site and design conditions/problems and propose cost effective technical solutions.
  • Experience conducting inspections and inventories of medical and administrative services structures to identify and note deficiencies, problems, or the general physical condition of such structures.
  • Must have ten (10) years experience practicing electrical engineering. 
  • Must have ten (10) years experience inspecting electrical construction.
  • The CM-EE shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each considering the requirements of the project.
  • The CM-EE must possess communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.

Required Skills and Knowledge

  • Ability to survey existing job conditions and confer with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical center services and other specific design requirements.
  • Ability to provide cost estimates and take-offs for contract modifications.
  • Ability to determine compliance of workmanship, materials, equipment and installed work with contract requirements and industry standards.
  • Determines how project(s) will impact medical center based on results of a risk assessment that could have a severe impact on patient care.
  • Independently responsible and accountable for determining the action necessary in the development and completion of design projects, coordination of project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk/typists and review of the final contract documents.
  • Knowledge of governmental contracting procedures, principles, guidelines and public law.
  • Provide senior leadership and mentorship.

Communication, Language, and Software Skills

  • Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
  • Ability to exercise good interpersonal skills.

Education

  • The CM-EE shall be a licensed Professional Engineer (PE) with a Bachelors Degree in Electrical Engineering from an ABET accredited institution of higher learning with six (6) years of experience. 
  • The CM-EE shall have at least ten (10) years of experience in electrical engineering and a Bachelors Degree in Electrical Engineering from an ABET-accredited institution of higher learning; in lieu of education, a minimum of fifteen (15) years of experience in electrical engineering.
