Compensation: $90,000 to $95,000 per year, with compensation based on experience and qualifications

Property & Environmental Management, Inc. is seeking an experienced Construction QA/QC Manager / Quality Control Manager for a full-time onsite role supporting a transportation-related infrastructure project in Washington, DC.

This position is well-suited for a quality professional with strong experience in construction documentation, inspection, testing, auditing, and owner coordination. Candidates with experience in transportation, transit, rail, federal construction, public infrastructure, design-build, or agency-funded construction projects are strongly encouraged to apply.

Key Responsibilities
  • Lead the project quality control program and maintain the project Quality Management System.
  • Review work for compliance with approved drawings, specifications, submittals, codes, and project requirements.
  • Coordinate inspections, testing, quality audits, and documentation with the project team, subcontractors, testing agencies, inspectors, and owner representatives.
  • Track nonconformance reports, deficiencies, corrective actions, and quality closeout items through completion.
  • Maintain quality records, inspection reports, test reports, audit documentation, and related project quality files.
  • Support construction submittal reviews, field quality checks, and project documentation control.
  • Participate in project meetings and communicate quality status, risks, and corrective actions.
  • Coordinate with project management, field supervision, safety, subcontractors, and third-party inspection/testing personnel.
Required Qualifications
  • 10 years of related experience in a design and construction environment
  • 5 Years of experience supporting transportation, transit, rail, infrastructure, federal, municipal, or public-sector construction projects.
  • 5 years of experience managing inspections, testing, audits, nonconformance reports, corrective actions, and quality documentation.
  • Ability to read and interpret construction drawings, specifications, submittals, inspection reports, and testing results.
  • Strong written and verbal communication skills.
  • Ability to work full-time onsite in Washington, DC.
  • Trained as a Lead Auditor in a Registrar Accreditation Board of the American Society for Quality (RABASQ) approved course on the requirements of ISO 9001
Preferred Qualifications
  • Experience with design-build construction projects.
  • Experience with Procore or similar project management/document control systems.
  • Experience coordinating with public agencies, owners, inspectors, and jurisdictional authorities.
