This position is responsible for the coordination of the federally funded CDC WISEWOMAN: Well-Integrated Screening and Evaluation of WOMen Across the Nation Program. Additionally, the position serves as the department's designated subject matter expert/specialist to inform and educate contracted Federally Qualified Health Centers, County Partners, AHCCCS, hospital systems and non-traditional partners about the importance of prevention, diagnosis, and management of heart disease and stroke for the priority population while enhancing community-clinical linkage and referrals to social support services. This position reflects the duties that are required to closely interact with cardiovascular, cancer and other chronic diseases community partners, stakeholders, voluntaries, national support partners (i. e. American Heart Association, American Stroke Association, American Diabetes Association, Alzheimer's Association, American Cancer Society etc.) and outside agencies; in addition to bureau, division and senior management within ADHS. This position is also required to maintain a direct confidential working relationship with the Program Administrator, Chronic Disease Office Chief and Bureau Chief. This position is responsible for fostering collaboration, which will produce innovative and cutting-edge approaches to hypertension and cancer prevention and control efforts throughout the state. This position provides the direction to contractors of the WISEWOMAN program and resolutions to program problems related to billing, coding and patient processes. The position will be responsible for addressing the common communication elements of cardiovascular disease and primary risk factor categories and health system change from a comprehensive and integrated perspective. This position will be enforcing policies and procedures within the WISEWOMAN Program, within the bureau as well as the department. The Cancer Program Administrator provides strategic direction and oversight to the WiseWoman program staff.
The WiseWoman Program Manager is responsible for the daily operations of the WiseWoman program ensuring consultants and contractors are meeting key tasks, monitoring progress, collecting data, building and maintaining a social services and support network with local partners, communicating with partners, preparing monthly reports for CDC check-ins including work plan development and annual performance reports.
These functions include:
Developing and monitoring an accurate budget request that corresponds with the program's assigned grant(s) and monitor expenditures.
Coordinating and developing agenda for contractor meetings, contractor continuing education, events and program manuals, and contractor quarterly reporting.
Developing and monitoring program contracts and required contractual processes. Preparing and submitting in a timely manner all program financial and contractor reports and grant applications.
Developing and maintaining relationships with internal and external partners.
Interpreting state and federal laws and local rules and regulations governing aspects of all implemented program elements. Is responsible for work of considerable difficulty in planning, implementing and administering a major statewide health program.
Responsibilities include:
Develops agenda for Contractor Meetings, contractor continuing education, represents WiseWoman at community events. Develops contractor meeting schedule on an annual basis. Promotes programs and benefits of early detection and screening and may present at professional conferences, state and local clinics, public events as needed. This function may include after hours and weekends.
Develops Program Operational Manuals that are in concert with state and federal law, regulatory requirements and programmatic guidance. Develops policy for implementation at the contractor level. Manuals are updated annually with contractor input/review.
Assists in writing and developing program progress reports & publications to meet federal grant requirements, program annual reports, websites, etc. Responsible for addressing ad hoc questions from funding agency.
Develops/writes, distributes and evaluates Requests for Proposals (RFPs) and/or intergovernmental agreement, scopes of work and program deliverables. Works with procurement to determine most effective procurement process and is the procurement contact when associated questions arise.
Develops and Implements contact monitoring tools, standards for contract monitoring to be used during contract site visits. Writes contract site visit reports with findings and areas for improvement specific to each contractor. Develops annual site visit schedule.
Provides technical assistance to program contractors based on ongoing monitoring and problem solving for program contractors. Conducts on site technical assistance site visits which requires statewide travel including overnight stays.
Attends required training, conferences & seminars for professional development, continued education on federal program requirements as determined and approved by supervisor.
Other duties as assigned as related to the position.

Concepts of cancer prevention and control; prevention, research, health disparities, evidence-based guidelines for all ages, grant availability, resource availability and community based activities is vital.

Theories and practices of formative evaluation, program revision and implementation, reimbursements, diagnosis and trends in the arena of Cancer Prevention and Control. Skills in leadership, management, fiscal management, strategic and operational planning, negotiation, interpersonal relationships, conflict resolution, group facilitation and problem solving.
Strong analytical skills for interpreting data, policy development and procedures; in addition to having excellent computer, verbal and written communication skills.
Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Skilled in:
Demonstrate effective oral and written communication, as to communicate technical information effectively.
Strong analytic skills, as applied to program evaluation, interpreting policy and, data analysis and interpretation.
Effective time management and organizational skills, as applied to contract monitoring, reporting, and program planning and implementation.
Develop strong partnerships with community organizations, local health departments, and health systems.
Ability to:
Travel in and out of the State of Arizona.

Bachelor degree in Public Health or related field and four years' experience in cancer, chronic disease, and population health, including work experience managing or coordinating a public health program. Master's degree in related field may substitute for one year of professional experience.
