Responsibilities
  • Maintain and own procurement performance metrics, ensuring accuracy, consistency, and visibility across stakeholders.
  • Develop, monitor, and analyze procurement KPIs to support demand planning, supplier performance, cost control, and risk mitigation.
  • Facilitate recurring inventory reviews with program and project managers, including inventory dollarization, excess and obsolete analysis, and inventory disposition recommendations.
  • Partner with program managers to validate inventory positions against project schedules, demand forecasts, and financial commitments.
  • Review and analyze quote workbooks to identify Keysight-sourced versus third-party material requirements for forecasting and planning purposes.
  • Translate quote and BOM data into material forecasts to support procurement planning, supplier commitments, and capacity alignment.
  • Develop, maintain, and continuously improve financial reporting, including revenue forecasts, percent-of-completion (POC) calculations, and actuals tracking.
  • Reconcile forecasted versus actual revenue and completion metrics, identifying variances and communicating risks or corrective actions.
  • Support month-end and quarter-end close activities by providing accurate financial inputs and analysis.
  • Standardize business processes, reporting methodologies, and data definitions to ensure audit-ready, repeatable, and scalable analytics.
  • Collaborate cross-functionally with Procurement, Finance, Program Management, and Operations to drive data-driven decision-making.
  • Identify process gaps, data quality issues, and system inefficiencies, and drive continuous improvement initiatives.

Qualifications
  • Bachelor's degree in Business, Finance, Supply Chain Management, Engineering, or a related discipline.
  • Proven experience in business process analysis, materials planning, or cost forecasting within a manufacturing, aerospace, or technology-driven environment.
  • Strong analytical skills with a high level of attention to detail and data accuracy.
  • Hands-on experience with Oracle applications, including Oracle Projects and Oracle Purchasing (POs).
  • Advanced proficiency in Excel, including complex formulas, data analysis, and reporting.
  • Experience working with Quote Workbooks, cost models, and BOM validation.
  • Ability to manage multiple projects simultaneously and adapt effectively to changing priorities and workload fluctuations.
  • Strong written and verbal communication skills with the ability to present complex data clearly to stakeholders.
  • Experience with Power BI or similar data visualization and reporting tools.
  • Experience supporting large, complex, long-cycle programs with Percent of Completion (POC) accounting.
  • Must be a U.S. person (U.S. citizen, U.S. national, or lawful permanent resident) as defined by ITAR.
