Project Background Statement
The Business Analyst will collaborate closely with the Project Manager, vendor implementation team as applicable, and our client's internal stakeholders to ensure business, functional, technical, and performance requirements are clearly defined, validated, and traceable through delivery of the Construction Portfolio, Project, and Resource Management System. This resource will be accountable for tasks such as requirements elicitation, analysis, documentation, business process and workflow mapping, preparing a fully defined Request for Proposal for the program of technologies and documenting the functional specifications for each as applicable. If the position continues to implementation, it will also include assistance with coordinating business readiness with UAT, procedure development, and training.

Key Responsibilities
  • Process Mapping and use case definition
  • Create as-is and to-be process maps for workflows
  • Define and document use cases, user stories, and acceptance criteria
  • Translate business requirements into technical specifications, ensuring compatibility with existing SCL infrastructure and impacted systems
  • Stakeholder coordination
  • Act as a liaison between business units, technical teams, and project leadership to ensure alignment and timely input across all work streams
  • Facilitate requirement validation sessions and feedback reviews with stakeholders
  • Requirements elicitation and analysis
  • Fit gap analysis
  • Prepare RFP document with detailed requirements
  • Collaborate with procurement and legal teams to integrate technical and business requirements into the formal RFP package
  • Assist in drafting RFP sections such as business background, functional scope, and desired outcomes
  • Develop vendor evaluation criteria
  • Define and support UAT test coverage, develop test scripts and traceability documents
  • Validate readiness for transition and support post-go live delivery verification

Minimum Qualifications
  • 5+ years of experience as a Business Analyst supporting technology implementations
  • 3 implementations in the area of Project and Portfolio management applications for construction
  • Prefer specific experience with Project and Portfolio Management implementation with Utility construction management
  • Proven ability to facilitate complex requirements elicitation sessions and manage traceability throughout project lifecycle
  • Experience owning and maintaining Requirements Traceability Matrices (RTM) across
  • planning, testing, and delivery phases
