SUMMARY
We are looking for an experienced Construction Manager to join our Brightline West team for assigned responsibilities at our Rancho Cucamonga Elevated Viaduct and related Site Development. This individual will be responsible for delivering on all aspects of the project's Design Builder's completion of the construction documents, primarily focusing on budget, schedule, and quality. Management responsibilities include, but are not limited to, architecture, structural, MEPF, interiors, signage, furnishings, lighting, civil and landscaping, etc.
This role reports to the Project Director and oversees all on-site project activities, including work performed by direct contractors, their subcontractors, and other third parties and managing 1-3 direct reports. The on-site duties include coordinating with internal colleagues on various project scopes, and maintaining regular progress reports for senior management, Brightline West executives, Federal Rail Administration (FRA) Grant Administrators, Third-Party oversight, and local public agencies.
This person will initially be assigned to the Brightline West offices in Ontario. Once the site is mobilized, this person will shift their work location to on-site offices.
PRIMARY RESPONSIBILITIES
  • Closely manage project budgets along with commitments, known cost exposures, and potential risks. Report daily & weekly on project status to the Project Director & Senior VP of Development & Design.
  • Prepare weekly reports on all aspects of the projects and assist in developing monthly reports for the Brightline West Executive team.
  • Assist the selected Design-Builder(s) through the process of completing the design along with document approvals & permitting. Fast-tracking of packages and Enabling/Early Works packages are anticipated to be required on some if not all projects.
  • Track compliance of selected Design-Builder to Project Labor Agreements required to be finalized for each Project.
  • Review/comments/recommendation of approval of monthly Design-Build pay applications
  • Monitor contractor's safety and reporting requirements for OCIP and other agencies.
  • Monitor Design-Builder Compliance with all aspects of FRA Grant reporting including but not limited to - adherence to Buy America and meeting or exceeding Small Business (SBE), Minority Business Enterprise (MBE), and Disadvantaged Business Enterprise (DBE) percentages of participation on the Project.
  • Work with the Brightline West team and outside consultants to develop detailed interface documents for Rolling Stock, Track & Systems and develop/implement all interface items to assure critical coordination.
  • Review and approve consultant and vendor invoices and maintain project filings and record systems.
  • Monitor contractor submittals, RFIs, and the consultant team responses, with a focus on responses being timely and consistent with cost and schedule.

REQUIRED AND PREFERRED EXPERIENCE
  • Bachelor's degree or equivalent in Architecture, Construction, Engineering, or similar field. Applicable Project Management experience will be considered in lieu of the formal degree.
  • Minimum 10-15 years' experience in managing complex construction projects related to progressively increased responsibility in supervision and project management of both internal and external resources.
  • Proven capability and direct experience managing complex projects over $100M, or multiple projects at $100M+ concurrently, including overall responsibility for quality, safety, schedule, and budget.
  • Proficiency in Microsoft Office and Microsoft Project, or Primavera P6 and Project Management software systems (Aconex).
  • Ability to guide the development, interpretation, and enforcement of contract documents (agreement forms, drawings, specifications, and schedules).
  • Ability to manage/negotiate the construction bid/award process, and subsequent change order process with contractors, specifically as it relates to the incorporation of the bid alternates and value engineering assumption from the bid/award process into an updated and fully coordinated set of documents for construction.
  • Ability to present and report to Brightline West Executives and outside agencies.
  • Prior work experience in transportation facilities with an understanding of Buy America requirements per the Federal Rail Administration is a plus.
  • Proven ability to interface and work closely with Metrolink, SCRRA & SBCTA

Brightline West offers a competitive salary and robust benefits package for full-time positions. The salary range for this position is $125,000 - $160,000. Actual salaries will vary based on experience, education, budget, project, and location.
