Job description

APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE*** Job Summary Management Analysts conduct studies, research, and examination of management and administrative areas such as agency operations, forms, policies and procedures, workflow, legislative analysis, management research, and statistical and informational analysis. Location in either Carson City or Las Vegas Lead Plan Development and Whole Community Integration Develop, review, and update emergency management plans using the FEMA deliberate planning process.

Serve as SME on state OEM plans, including Continuity of Operations (COOP) and Government (COG). Apply a Whole Community approach-collaborate with local jurisdictions, tribes, nonprofits, private sector, and organizations representing individuals with access and functional needs. Deliver Planning Expertise Provide subject matter expertise to local jurisdictions and state agencies in developing emergency response and continuity plans.

Offer technical assistance statewide, including travel for site visits and coordination. Execute THIRA/SPR Program Lead THIRA 3-step risk assessment and SPR capability assessment. Plan and facilitate THIRA/SPR portion of multi-jurisdictional workshops.

Analyze jurisdictional data and identify response capability gaps. Upload analyzed date into FEMA's reporting tool. Present findings and recommend policy, procedural, or programmatic improvements.

Assist Duty Officer Program & Watch Center Transition Support planning for the Duty Officer Program's evolution into the Watch Center. Serve as a Duty Officer providing operational monitoring, reporting, and resourcing with on call and standby status in regular schedule rotation. Maintain the Duty Officer SOG and complete the position task book and required training within 3 years.

Support EOC Activation and Readiness Serve as a member of the Nevada Emergency Operations Center (NV EOC) during emergencies or disasters. Be available outside normal hours as needed. Participate in EOC training, exercises, and assigned position responsibilities.

Understand all applicable EOC plans, procedures, and policies. Represent OEM & Promote Growth Uphold OEM values: collaboration, ownership, consistency, reliability, adaptability, benevolence, integrity, and teamwork. Engage in professional development, networking, and partnerships that strengthen preparedness, response, and recovery programs for Nevada communities.

Support Industry Plan Submissions Program Oversee industry plan submissions from utilities, schools, resort hotels, and jurisdictions. Provide technical assistance. Analyze submission data and compile reports required by statute.

Recommend policy updates to ensure compliance with legislative changes and best practices. Annually review and update industry planning guides. Support the Nevada School safety Conference in collaboration with the Department of Education.

Essential Qualifications Two or more years of applicable experience as described in the job duties and graduation from high school or equivalent education.3 Additional Position Requirements: Experience with Comprehensive Planning Guide 101 and 102 is required. Experience with Threat and Hazard Identification and Risk Assessments (THIRA) and Stakeholder Preparedness Reviews (SPR) is required. Experience with FEMA's Planning Practitioner Program is required

Make recommendations on policy and procedure improvements. Provide recommendations to management regarding programs and/or work unit activities. Prepare reports and correspondence.

Review, write, revise, and recommend administrative policies or procedures for the work unit and/or assigned programs. Conduct statistical or investigative studies, compile and analyze data, and prepare and present reports summarizing study results and conclusions. Develop, manage, review, and make recommendations on contracts and the contracting process.

Review, monitor, and research bills submitted to the Legislature impacting the work unit, inform management of possible implications, and recommend an appropriate course of action. May train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people. Perform related duties as assigned.

Ability to: Analyze organizational and administrative programs, policies, and procedures, prepare plans for revision, and make recommendations; perform statistical computations such as correlation studies, variance analysis, averages, and trends; analyze user needs and develop appropriate solutions and requirements; organize materials, information, and resources systematically to optimize efficiency; organize, plan, implement, and oversee multiple programs. Establish and maintain effective working relationships with coworkers, other agencies, and the public; negotiate and exchange ideas, information, and opinions with others to formulate policies, programs, and reach consensus; define problems, identify trends, analyze issues, solve problems, and communicate solutions; produce clear, concise and valid operational manuals, reports, and other presentation materials.
