Scope of Services
Background: As a result of the Department's efforts to re-engineer and modernize core financial systems,
there has been over 1,500 computing assets identified as performing some level of financial planning, analysis,
and management functionality that are impacted by the State of Florida's accounting system. The Florida
Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State
of Florida's accounting and cash management systems with a modern financial management solution. The
Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go
live scheduled for January 6, 2026.
The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated
processes, and reporting programs within FDOT that will require remediation due to:
• Adoption of the Florida PALM Standardized Business Process Model
• Transition to the Florida PALM Chart of Accounts values
• Replacement of Central, Payroll and Departmental FLAIR functionality
• Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
• Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over
the course of three years in alignment with the Florida PALM Project scheduled timeline.
Of the 1,500+ computing assets, over 1,000 are reports containing financial data. These reports primarily
consist of a listing of detailed financial transactions requiring staff to spend hours manipulating the data into
a format so that it can be analyzed.
To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Microsoft
Power BI to start building financial dashboards to replace our existing data extract reports. Our goal is to
transform our data into actionable data insights that our organization can use for true management decision
support.

just need the right resource to help us execute that vision.
Education
Bachelor's Degree in a field of study related to technology or finance. Work experience can substitute on a year
for year basis for the degree.
Experience
Candidate must have a minimum of 3 years' experience in Business Intelligence and at least two years of
experience developing dashboards and reports in Microsoft Power BI. Candidate must have experience with
IBM DB2 databases.
Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks. Duties of the
selected candidate will include, but not be limited to:
1. Analyze the current data environment and data structures to determine if any transformation
needs to occur prior to developing dashboards.
2. Work with management to develop an overall reporting roadmap for the organization.
3. Analyze existing reports and work with business users to determine how these reports can be
improved based on current business needs.
4. Work with developers and end users to automate data transformation reducing the reliance
on pivot tables and analysis in Microsoft Excel
5. Read and document WebFOCUS and Mainframe FOCUS queries and convert them to T-SQL
queries.
6. Work with database administrators from the Office of Information Technology to create
database views and stored procedures that will facilitate the creation of Power BI reports.
7. Create dataflows in Power BI.
8. Analyze financial data and make recommendations to improve the data model of financial
systems.
9. Provide administration of the Power BI dedicated workspace.
10. Train staff from the office of the comptroller on using Power BI reports.
Job Specific Knowledge, Skills, and Abilities (KSAs)
1. Experience building dashboards and reports leveraging Microsoft Power BI
2. Experience developing paginated reports in Power BI
3. Strong SQL skills.
4. Well versed in data governance best practices
5. Familiarity with data management concepts such as Data Warehousing, Operational Data
Stores, Data Lakes, and Master Data Management
6. Experience creating reports presenting financial data such as general ledger data, purchasing
data, or revenue data.
7. Familiarity with advanced data structures such as OLAP cubes and Star/Snowflake Schema.
8. Knowledge of how Power BI integrates with other Microsoft tools such as Power Automate,
Power Apps, Power Point, and Teams.
9. Analytical thinking for converting data into relevant reports and graphics.
10. Understanding of how to implement solutions with multiple data sources.
11. Experience with IBM DB2 databases.
12. Knowledge of Mainframe flat files.
13. Knowledge of the SCRUM Framework.
Preferred KSAs:
14. Experience with Oracle Datawarehouse
15. Knowledge of mainframe programming languages, computer systems and supporting
