Job description

Position: Management Analyst

Location: Washington, DC, 20037

Position Overview

HunaTek is seeking a skilled Performance Management Analyst to support the assessment and enhancement of foreign assistance programs. The successful candidate will aggregate and analyze performance data, contribute to Monitoring and Evaluation (M amp;E) design and guidance, support learning agendas, and provide actionable insights to improve program effectiveness and alignment with Administration priorities.

This position will require daily in office presence at the Department of State, Washington, DC location. Availability of this position is contingent upon contract award.
Key Responsibilities
  • Aggregate and analyze data from Department stakeholders’ performance management efforts and Bureau-managed third-party monitoring (TPM) mechanisms to assess overall performance towards meeting higher-level policy and program objectives for countries, regions, or cross-cutting issues.
  • Contribute to defining standard Monitoring and Evaluation (M amp;E) products and ensure all M amp;E design aligns with the Evidence Act, FAATA principles, and AF/A policies and definitions.
  • Support the development of M amp;E guidance and complete requested M amp;E products (e.g., assessments, performance monitoring, evaluations) consistent with the Bureau of African Affairs (AF) definitions and in consultation with office leadership, policy officers, and program managers.
  • Assist in developing learning agendas, facilitate discussions, and provide, document, and track recommendations.
  • Participate actively in country coordination and review sessions.
  • Conduct desktop and/or field-based monitoring to determine if objectives and sub-objectives are on track, providing real-time feedback focused on accountability, efficiency, effectiveness, and alignment with Administration priorities.
  • Conduct program of record, country, and project-level assessments and evaluations as prioritized by AF/A leadership.
  • Coordinate with the Data Management Analyst to track and analyze project performance data, including instances of diversion of U.S. assistance.
  • Support field-based foreign assistance staff with data collection and reporting for the Performance Plan Report and other performance-related initiatives.
  • Help draft and develop communication materials highlighting foreign assistance successes.
  • Attend bureau, office, and team meetings as required.
  • Provide administrative support to AF/A in the implementation of U.S. foreign assistance.
  • Travel to locations in sub-Saharan Africa as required.
Special Knowledge, Experience, and Educational Requirements
  • U.S. Citizenship required.
  • Requires SECRET Security Clearance
  • Education and Experience:
    • Master’s Degree or equivalent with five (5) years of relevant professional experience, or
    • Bachelor’s Degree or equivalent with seven (7) years of relevant professional experience, or
    • High School Diploma or equivalent with eleven (11) years of relevant professional experience.
  • At least three (3) years of professional Monitoring and Evaluation (M amp;E) experience.
  • At least four (4) years of experience managing complex projects requiring interpersonal, customer service, writing, analytic, problem-solving, and computer skills.
  • Demonstrated research, analytical, and problem-solving capabilities.
  • Proficiency with Microsoft software including Word, PowerPoint, Teams, SharePoint, and advanced experience with Microsoft Excel.
  • Fluency in English speaking and writing is required.
  • Desired experience with Department of State writing and briefing styles.
