Job description


The Operations Manager for the Trauma Hawk Aeromedical Program is responsible for overseeing the business, logistical, and administrative functions of the aeromedical transport program. This position ensures efficient day-to-day business support, interdepartmental coordination, and continuous program improvement in support of high-quality emergency medical transport services.
The Operations Manager will work closely with program director and corporate support programs to ensure the Trauma Hawk program operates safely, efficiently, and in alignment with the District's mission and strategic goals.
Key Responsibilities
  • Oversee daily business management of the Trauma Hawk aeromedical program
  • Responsible for Operations Control Center (OCC) performance, supervision, competencies, hiring and evaluations.
  • Administration and oversight of aeromedical program contracts, ensuring compliance with contractual obligations, organizational policies, and applicable federal, state, and local regulations.
  • Lead the negotiation, development, renewal, and execution of new and existing contracts, including service agreements, interagency agreements, and vendor partnerships.
  • Coordinate requests for proposals (RFPs), contract evaluations, competitive procurements, and vendor selection processes.
  • Collaborate with Legal, Finance, Procurement, Risk Management, and clinical leadership throughout the contract lifecycle.
  • Ensure all contracts maintain compliance with FAA, CMS, AHCA (if applicable), accreditation standards, reimbursement requirements, and organizational policies.
  • Oversee contract amendments, renewals, expiration tracking, and documentation management.
  • Analyze operational and financial performance of contracted services and recommend improvements to maximize efficiency, quality, and cost-effectiveness.
  • Develop and maintain positive relationships with governmental agencies, community partners, healthcare systems, and aviation stakeholders.
  • Prepare reports and presentations for executive leadership regarding contract performance, strategic initiatives, and business opportunities.
  • Developing and maintaining operational policies, procedures, and performance standards.
  • Collaborate with aviation vendors, EMS agencies, hospitals, trauma centers, and public safety organizations.
  • Assists in budget development, operational forecasting, contract oversight, and resource management.
  • Lead operational planning for emergency preparedness, disaster response, and special events.
  • Identify opportunities for process improvement, operational efficiency, and service expansion.
  • Participate in strategic planning and long-term program development initiatives.
  • Support a culture of safety, accountability, professionalism, and excellent customer service.
  • Implement and write Standard Operation Policies and Procedures in line with national and international standards for Operational Control Centers.
  • Collaborate with the Quality and Risk Department to monitor and report on productivity metrics and safety standards.
  • Supervise administrative personnel as assigned.
  • Serve as liaison between clinical, aviation, and administrative stakeholders.

Qualifications
Education
  • Bachelor's or Master's degree in Aviation Management, Healthcare Administration, Emergency Management, Business Administration, or related field preferred.

Experience
  • Some progressively responsible operational leadership experience preferred.
  • Experience in aeromedical transport, EMS, aviation business management, healthcare operations, public safety, or emergency services highly desirable.
  • Experience in complex programs management, vendor relationships, budgets, and regulatory compliance preferred.

Knowledge, Skills & Abilities
  • Strong business leadership and organizational management skills.
  • Knowledge of aviation and/or emergency medical service operations preferred.
  • Knowledge of Federal Aviation Regulations, Advisories and Orders
  • Ability to manage multiple priorities in a high-pressure, fast-paced environment.
  • Strong communication, collaboration, and stakeholder management abilities.
  • Experience with strategic planning, data analysis, and performance improvement initiatives.
  • Demonstrated ability to lead teams and drive operational excellence.
  • Proficiency in Microsoft Office and operational reporting systems.
