Role Overview

The Administrative Office of the Courts (AOC) is seeking a self-motivated person to assume the responsibilities of the Business Management Office (BMO) Manager. This role leads Business Analysis, QA/Test Engineering, and Release Management with a strong emphasis on AI enhanced requirements development, modern testing practices, and enterprise grade delivery governance. The BMO Manager should possess the skills necessary to support the BMO team which includes business analysts, senior business analysts, quality assurance testers, software test engineers and occasional contractors. This will involve coordination and supervision of personnel and activities related to the design, implementation, improvement, and maintenance of court software applications in close collaboration with other MIS Teams. The responsibilities and roles of this team include planning, documenting requirements, testing, analysis, support, and integration of in-house and commercial off-the-shelf (COTS) case management system applications for the courts, electronic exchanges, and communications to support any court process and ensure continuous quality, on-time delivery, and customer satisfaction. The successful candidate will be able to grow and manage a world class business team to analyze court processes, write requirements, interpret requirements to the development team assuring needs of the courts are met with web applications and providing assistance throughout the state of Oklahoma.

Responsibilities and Essential Functions
  • Ensure team is utilizing AI tools for requirement creating, test plan creation, generating test cases and assisting with job functions where beneficial.
  • Perform ongoing analyses on Agile development processes related to productivity, quality, costs, and time management.
  • Lead collecting and writing business requirements, test plans and test cases based on business needs, technical specifications and/or product knowledge to ensure software applications function properly.
  • Ensure the successful execution of test scripts, both automated and manual.
  • Collaborate with project managers and software developers in Agile environments, leveraging Microsoft Azure DevOps and Scrum, Kanban, and CI/CD practices.
  • Gathering project requirements from stakeholders along with BAs and PMs.
  • Performing an in-depth analysis of the possible risks and countermeasures for them.
  • Calculating the potential cost of outages and planning for contingency.
  • Preparing input for workflow updates across the organization.
  • Document detailed steps involved in reproducing a problem.
  • Assist with maintaining a database of software defects.
  • Support User Acceptance Testing (UAT).
  • Work with production lifecycle and QA team and environments.
  • Strong experience in QA automation testing and ensuring the team is trained and has the tools needed to be efficient to meet deadlines.
  • Works across the IT organization to improve and enforce, testing, and QA documentation standards.
  • Comply with and enforce standards of QA practices.
  • Coordinates with functional and project managers to appropriately manage resource needs across testing and implementations.
  • Responsible for setting SMART goals and providing feedback to team members.
  • Directly supervises Business Management Office employees in accordance with AOC policies and procedures.
  • Responsibilities include, but are not limited to interviewing, hiring, and training employees; planning, assigning, and directing work; coaching, counseling, appraising, and rewarding performance; addressing complaints, job descriptions, and resolving problems.
  • Performs other related duties as assigned.

  • Ensures deliverables are completed within target timeframes and are consistently high quality.
  • Provides weekly reporting on status.
  • Implements solutions consistent with the overall IT plans and objectives.
  • Maintains relationships with vendors and professional organizations.

Education and Experience Requirements

Bachelorโ€™s degree in business management, Computer Science, Management Information Systems, or related field, or equivalent experience (7+ years), required.

5 years of demonstrated excellence in design, analysis, documentation, testing and/or management combination, required.

Strong proven experience with AI assisted requirement creation, AI generated test cases, and enterprise release management, required.

Strong proven experience with Microsoft Azure DevOps, Github or similar tool, required.

Certification(s) a plus.

Experience in court systems preferred.

Software development and SQL query development preferred.

Travel

All AOC positions have the potential to and expectation of requiring employees to travel for normal duties in support of the Judiciary, including and not limited to state Judicial events and national industry conferences.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones. All AOC positions are designated as "In-Person" at one of the authorized work locations. AOC offices are officially open for business from 8:00 AM to 5:00 PM, Monday through Friday. MIS employees have the expectation of being assigned on call as defined in 26 CFR 553.221 (d) in support of judicial operations.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk, hear, comprehend, observe, and evaluate. Specific vision abilities required by this job include close vision and ability to adjust focus. This position requires the ability to lift files, open filing cabinets, operate standard office and computer equipment, and bend or stand on a step stool as necessary.
