The City of Pearland, TX is seeking to hire a full-time Management Assistant to lead and improve aspects of the day-to-day business operations of our Utilities - Pearland Water department.

Our Management Assistant earns a competitive salary of $75,266.43 - $95,964.70/year based on qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. We also offer a retirement plan through the Texas Municipal Retirement System (TMRS) with a 2:1 employer match, life insurance, disability, access to the city's recreation fitness center, employee assistance program, educational assistance, 11 paid holidays and 2 designated paid holidays, paid vacation, sick leave, and an active wellness program focusing on physical, mental, and financial health.

A DAY IN THE LIFE AS A MANAGEMENT ASSISTANT - UTILITIES

The Management Assistant is a high functioning role, requiring the ability to navigate ambiguities while providing professional assistance to the Director of Utilities by performing a variety of complex, analytical, administrative, and management support tasks, including oversight of programs and projects as assigned by the Director of Utilities.

The Management Assistant plays a pivotal role in supporting the Director's priorities, focusing on key initiatives, special projects, programs, policies, strategy, performance measurement, and providing research on various subject areas as a member of the department's Leadership Team.

This position is responsible for assisting with the development of related presentation materials and facilitating personnel-related assignments such as payroll, benefits, onboarding and offboarding.

The position provides quality customer services and follow-up with internal and external stakeholders. This position may represent the director and/or department at meetings and various functions. The Management Assistant position works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions:

  • Supports the Director with information and documentation in preparation for meetings.
  • Works closely and effectively with the Director and Department Leaders, keeping them well informed of upcoming responsibilities.
  • Coordinate, manage, and report on complex projects across multiple departments/divisions; develop systems and make recommendations to resolve complex/sensitive problems that may involve a specific or multiple departments/divisions.
  • Oversee the administration of all personnel-related items, including but not limited: payroll, benefits, onboarding and offboarding.
  • Review, evaluate, develop, and create city policies, processes, procedures, and systems as assigned.
  • Develop emails, memoranda, reports, presentations, and a variety of documents on behalf of executives to a variety of audiences, including but not limited to City Council, Council Committees, City Manager's Office, Department Directors, employees, residents, and other stakeholders; Make presentations on a multitude of topics and projects.
  • Facilitate meetings and discussions among various committees, teams, departments, and divisions.
  • Represent the Utilities/Pearland Water Department at various meetings and events.
  • Provides customer service and information to citizens, other employees, and the general public. Responds to and assists customers with complaints and inquiries.
  • Provides research for the Director as requested. Develops professional reports, executive summaries, and presentations outlining the results of the research.
  • Attends City Council meetings and other Board and Commission meetings as needed.
  • Performs other duties as assigned.

Knowledge and Skills:

Knowledge of:

Public administration practices and procedures; federal, state, and municipal laws, codes, ordinances, and regulations related to administrative and financial issues; research, analysis, and interpretation of complex and/or sensitive municipal issues; and city policies and procedures.

Skills in:

  • Proficient in the use of computers and related equipment, hardware, and software to include Microsoft 365 (Word, Excel, PowerPoint, Outlook) for the development of various communications, budgets, presentations, graphics, charts and management level papers/reports and grants.
  • Proficient in creating presentations and final documents.
  • Handling multiple tasks, planning, and prioritizing.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Maintaining a high degree of accuracy in a fast-paced environment.
  • Producing desired work outcomes, including quality, quantity, and timeliness.
  • Multitasking in an environment with multiple interruptions.

Minimum Education and Experience Requirements:

  • Bachelor's degree in Business Administration, Public Administration, or closely related field. Master's degree preferred.
  • Two to three years of experience working for a municipality in an entry-level generalist management position, or an equivalent combination of education and experience which provides requisite knowledge, skills and abilities necessary to success
