Job description

GENERAL PURPOSE

Performs a variety of apprentice level skilled duties related to the construction, installation, maintenance
and repair of repair of City storm drain and land drain systems, streets, street lighting and traffic control
systems, water, secondary water, and sewer systems.


ESSENTIAL FUNCTIONS

Promotes and follows the City's mission statement, values and expectations.


Streets, Traffic Control, and Drainage: Operates specialized heavy equipment such as single & tandem
axle dump trucks, road graders, cats/bulldozers, front-end loaders, backhoe, bucket trucks, snow plow and
other similar equipment in the construction, maintenance and repair of various street department projects
and sites.

Operates light equipment such as sweepers, mowers, street vacuum, rollers, cement mixers, pick-ups,
tractors, forklifts, spreaders, and various hand and power tools as needed.


Transports and deposits various construction materials such as sand, salt, gravel, dirt, etc.; performs hot mix
patching, storm drain cleaning, repair and construction, snow and ice control, gravel street maintenance,
street sweeping, cold mix patching, debris collection, etc.


Provides expertise in installing, maintaining, and repairing street lights and traffic lights, including bulbs,
ballasts, capacitors, photocell, fuses, poles, and other related items.


Troubleshoots and wires lights to ensure proper functioning.


Provides diagnostic expertise to locate power sources; communicates information and provides direction to
construction crews and contractors to find solutions to problems.


Checks and services assigned equipment; performs routine maintenance and emergency repairs; reports
mechanical problems for shop repair.


Assists as a mechanic helper or apprentice as needed to respond to seasonal demands for fleet
maintenance; performs more complex mechanic duties under immediate supervision of a certified
mechanic.


Performs installation and maintenance of city signalization devices and street signs; prepares proper
barricading for streets, water and related public works projects.


Performs general maintenance functions such as painting, raking asphalt, pouring and finishing cement and
similar duties; maintains, cleans and repairs tools and equipment.


Performs a variety of ground maintenance and construction work requiring the use of hand and power tools,
such as building forms, framing projects, etc.


Water and Secondary Water: Operates various types of heavy equipment such as operates six or ten
wheel transport trucks, patrol, backhoe, rollers and trenching equipment; performs installation or repair of
water service connections, water lines and meters, repairs or replaces fire hydrants and plugged water
meters; repairs water mains; thaws frozen lines; cleans and maintains storage tanks; connects and
disconnects service; searches out shut off valves; water line leaks; assists in placement of pipe and water
regulators; removes, disassembles, cleans or replaces defective parts of regulators, adjusts pilot valves as
needed to assure efficient water line service.


Installs new water lines using forklift, pipe threader, tapping machine, welder, pipe cutting saw, pipe and
cable locator old water lines; tears out and repairs curb, gutter and street in locating and uncovering broken
lines; builds meter boxes; builds extensions to raise or lower existing boxes as needed.


Operates a variety of hand tools and small power equipment such as jack hammers, roller, compressors,
packing machine, gopher, tamper, tapping machine; cleans tools and equipment to assure proper working
order.


Maintains pump house; repairs water/booster pumps; removes and disassembles pumps; cleans and
replaces defective parts, grease bearing, adjusts packing and reinstalls in pump housing.


Monitors city water well storage levels; assures proper operation of telemetering equipment; tests fuses and
resisters using OHM meter; replaces fuses and resisters as needed.


Reads residential and commercial water meters as needed to accurately bill customers for water usage;
performs field and shop repairs on water meters, removes meter, disassemble, cleans and/or replaces
defective parts, reassembles and tests to assure proper working order; sets blue stake markers.
Conducts water sampling and delivers to county health for analysis; monitors chlorine levels; tests water
using DPD tester to assure proper chlorine residual levels; reads water flow meter, chlorine pound per day
gauge; calculates chlorine dosage and makes proper adjustments.


Participates in work zone safety procedures; flags on coming vehicles to protect the public and workers;
sets up warning signs and signalization equipment.


Assists to monitor division supplies; conducts inventory of parts and equipment; reports results to
supervisor.


Sewer: Performs sewer collection system installation, maintenance, and repairs; operates a variety of hand
or power equipment, including tapping machine, jackhammer, compactor, rodding machine, sewer truck,
etc.


Monitors sewer line flow, stimulates rate of flow by operating sewer truck to inject high pressure water;
maintains and cleans city sewer collection system main lines; inspects manholes and sewer lines to detect
leaks or malfunctions; bolts leak proof collars to mains to stop leaks; seals joints with cementing compound;
opens clogged sewer lines using various pipe cleaning equipment.


Performs related duties as required.


MINIMUM QUALIFICATIONS

1. Education and Experience:
A. Graduation from high school;


AND


B. Two (2) years of progressively responsible experience in a field directly related to above
duties;


OR


C. An equivalent combination of education and experience.


2. Knowledge, Skills and Abilities:
Working knowledge of specifications, grades, machinery, materials, and methods of constructing
roads, bridges, drainage systems, culverts, etc.; basic principles of supervision and employee
motivation; safety standards related to road construction; hazards common to heavy equipment
operation; equipment maintenance and repair; legal liabilities associated with street construction,
maintenance and personnel management; right-of-way laws and ordinances; basic computer
operations and various software applications.


Skill in the operation of heavy mechanized equipment as required by the position. Skill in the art of
diplomacy and cooperative problem solving.


Ability to operate heavy equipment of various kinds under varying conditions; make minor repairs on
assigned vehicles, perform heavy physical labor; develop and maintain effective working
relationships with co-workers, elected officials, local agencies and the general public; communicate
effectively, both verbally and in writing; tolerate weather extremes in the work environment.

3. Special Qualifications:
Must have a Commercial Driver's License (CDL) or able to obtain within 6 months of hire.
Must be able to lift 50-75 pounds.
Must be willing to work on-call duty and 24-hour standby.
