POSITION DESCRIPTION: Senior Business Specialist - Logistics Modernization, Cost Modeling, and Stakeholder Integration
Location: Pentagon, Arlington, VA
Status: Contingent Hire - Full-Time - On-Site
Clearance: US Citizens, Active Top Secret/SCI Clearance Required
MUST HAVE: Demonstrated experience supporting Department of Defense logistics modernization, business analysis, cost modeling, capability integration, stakeholder engagement, and executive decision support for senior military leadership.
Position Summary
The Senior Business Specialist - Logistics Modernization, Cost Modeling, and Stakeholder Integration provides senior-level business analysis, logistics modernization, and strategic integration support to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), and the Global Positioning Network (GPN) Program. Working on-site at the Pentagon, the position provides analytical support for modernization initiatives, capability development, cost analysis, and stakeholder coordination that enable informed decision-making by Headquarters Marine Corps leadership.
The Senior Business Specialist serves as the principal contractor lead for evaluating modernization initiatives, developing cost models, assessing business impacts, and supporting alignment of modernization plans with Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities and Program Objective Memorandum (POM) planning cycles. The position collaborates with Combat Development & Integration (CD&I), Office of Naval Research (ONR), Defense Innovation Unit (DIU), Marine Corps Systems Command (MARCORSYSCOM), Office of the Chief of Naval Operations (OPNAV), and other Department of Defense organizations to evaluate emerging technologies, modernization priorities, and implementation strategies.
Working under Government direction, the position develops decision-quality analyses, business cases, cost-benefit assessments, risk analyses, executive briefings, and recommendations supporting logistics modernization while Government personnel retain responsibility for final POM decisions, programming, budgeting, acquisition, and resource allocation.
Required Qualifications
- U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
- Bachelor's degree in Business Administration, Logistics, Supply Chain Management, Operations Research, Systems Engineering, Economics, Finance, Public Administration, or a related discipline.
- Eight (8+) years of experience supporting Department of Defense logistics modernization, business analysis, strategic planning, cost analysis, or headquarters operations.
- Demonstrated experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, Marine Corps Systems Command, Combat Development organizations, or equivalent Department of Defense headquarters.
- Experience conducting cost modeling, business case analysis, cost-benefit analysis, affordability assessments, or return-on-investment (ROI) evaluations.
- Experience supporting Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities and Program Objective Memorandum (POM) development.
- Experience identifying operational risks, performance metrics, implementation strategies, and modernization priorities.
- Experience coordinating with multiple Government organizations and external stakeholders supporting capability development and logistics modernization.
- Experience preparing executive briefings, decision papers, reports, information papers, and analytical recommendations.
- Excellent analytical, facilitation, briefing, technical writing, and executive communication skills.
- Advanced proficiency with Microsoft Excel, Power BI, Microsoft Office Suite, Teams, and SharePoint.
Preferred Qualifications
- Master's degree in Business Administration (MBA), Logistics, Systems Engineering, Public Administration, Operations Research, National Security Studies, or a related discipline.
- Experience supporting Marine Corps logistics modernization, Force Design, Global Positioning Network (GPN), or Condition-Based Maintenance Plus (CBM+).
- Experience supporting Combat Development & Integration (CD&I), Office of Naval Research (ONR), Defense Innovation Unit (DIU), Marine Corps Systems Command (MARCORSYSCOM), or OPNAV.
- Experience developing life-cycle cost estimates, economic analyses, or acquisition business cases.
- Lean Six Sigma Green Belt or Black Belt certification.
- Project Management Professional (PMP) certification.
- Familiarity with Marine Corps capability development, acquisition, logistics, and modernization governance processes.
Primary Duties
- Provide senior business analysis supporting Marine Corps logistics modernization initiatives, capability development efforts, and strategic investment planning.
- Develop cost models, cost-benefit analyses, affordability assessments, return-on-investment (ROI) analyses, and business case evaluations supporting modernization initiatives.
- Analyze modernization proposals to assess operational effectiveness, logistics impacts, implementation risks, sustainment requirements, and life-cycle costs.
- Support alignment of modernization initiatives with Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities and Program Objective Memorandum (POM) planning cycles.
- Coordinate analytical activities with Combat Development & Integration (CD&I), Office of Naval Research (ONR), Defense Innovation Unit (DIU), Marine Corps Systems Command (MARCORSYSCOM), Office of the Chief of Naval Operations (OPNAV), and other Government stakeholders.
- Develop executive-level briefings, decision papers, white papers, information papers, business analyses, and recommendations supporting Senior Executive Service (SES) and General Officer leadership.
- Conduct qualitative and quantitative analyses of logistics modernization initiatives, technology investments, operational requirements, and organizational priorities.
- Develop performance metrics, Key Performance Indicators (KPIs), implementation milestones, and risk assessments supporting modernization programs.
- Identify technical, operational, financial, and programmatic risks and recommend mitigation strategies supporting Government decision-making.
- Support evaluation of emerging technologies, logistics concepts, and innovation initiatives to determine operational applicability and business value.
- Prepare recurring analytical reports, executive summaries, and modernization assessments supporting Headquarters Marine Corps leadership.
- Coordinate documentation, stakeholder reviews, and action-item tracking using Microsoft Teams, SharePoint, ETMS2, and other Headquarters collaboration tools.
- Mentor and provide technical guidance to Journeyman Business Specialists supporting requirements analysis, recurring reporting, metrics development, and data collection activities.
- Support Requests for Information (RFIs), executive taskers, strategic planning sessions, and senior leadership engagements by providing analytical products and business recommendations.
- Perform additional business analysis, logistics modernization, stakeholder integration, and executive support duties necessary to accomplish contract requirements.
