ABOUT THE ROLE

The Construction Manager serves as the Owner's representative responsible for field construction oversight of the assigned Work Package Organization (WPO). The role provides leadership, governance, and assurance of construction activities performed by the CM team and contractors, ensuring alignment with safety, quality, schedule, turnover, and readiness objectives.

RESPONSIBILITIES

Site Enabling Specific Responsibilities

  • Oversee construction activities related to enabling works, roads, grading, drainage, demolition, temporary facilities, laydown areas, and site logistics infrastructure.
  • Monitor execution of utility infrastructure projects and utility distribution systems.
  • Support construction oversight of ancillary buildings and supporting site facilities.
  • Coordinate brownfield tie-ins, utility outages, and operational interfaces with site stakeholders.
  • Ensure infrastructure projects are executed, and long-term site objectives.
  • Coordinate construction readiness and turnover of enabling projects to downstream project teams.
  • Facilitate coordination between infrastructure contractors, Operations, Engineering, and project teams.

Construction Oversight & Governance

  • Serve as the primary owner-side field construction leader.
  • Provide oversight of CM and contractor execution activities across assigned building's WPOs.
  • Monitor field progress, contractor performance, productivity, and construction quality.
  • Support implementation of project construction procedures, turnover strategies, and execution plans.
  • Ensure construction activities remain aligned with approved scope, safety requirements, and milestone commitments.

Safety Leadership

  • Champion Owner HSE expectations and promote BeyondZero and LIFE Program requirements.
  • Participate in field safety walks, audits, contractor reviews, and incident investigations.
  • Verify contractor compliance with project safety requirements.
  • Support proactive risk identification and mitigation.

Construction Planning & Interface Management

  • Review contractor work plans, look-aheads, and recovery plans.
  • Coordinate interfaces between CSA, MEP, Utilities, Equipment, CQV, and Operations.
  • Escalate field constraints and support timely issue resolution.
  • Facilitate owner-side decisions required to maintain construction progress.

Quality & Turnover

  • Partner with Construction Quality Leads to support first-time-right execution.
  • Monitor readiness for mechanical completion and system turnover.
  • Support punch list management and turnover planning.
  • Ensure construction activities support efficient CQV execution.

REQUIREMENTS & QUALIFICATIONS

Required

  • 15+ years of construction experience on large capital projects.
  • Experience in owner, EPCM, or construction management oversight environments.
  • Strong understanding of safety, quality, turnover, and contractor management.
  • English required.

Preferred

  • OSHA 30 preferred.
  • Spanish strongly preferred.

  • Field construction oversight across CSA, MEP, process, and equipment installation activities.
