Department/Location: Emergency Disaster Services; Divisional Headquarters 701 N. Broad Street, Philadelphia

Availability of Position: Immediate

Schedule: Full-Time; evenings and weekends as needed.

Reporting Relationship: Divisional Disaster Services Director

Salary and Grade: $55,000; 11 (Exempt)

Position Overview: The Emergency Disaster Services Logistics Coordinator (EDSLC) supports the daily operations of the divisional Emergency Disaster Services (EDS) program, including, but not limited to, providing logistical support for all preparedness, response, recovery, and mitigation activities. Responsibilities include supporting divisional preparedness training initiatives, serving as a certified co-trainer for approved courses, overseeing divisional EDS vehicles, canteens, and equipment, managing warehouse operations and inventory levels, and serving as a liaison to local, state, and federal, and non-governmental partner agencies, as directed by the EDS Director.

Responsibilities

Description of Position:

Divisional Responsibilities

  • Responsible for management, maintenance, and operational readiness of all departmental assets, including vehicles, canteens, trailers, generators, warehouse inventory, and related equipment.
  • Maintains divisional logistical awareness in support of Emergency Disaster Services (EDS) preparedness, response, recovery, and mitigation activities.
  • Develops, implements, and maintains inventory control systems and asset tracking processes; ensures adequate supply levels for operational readiness.
  • Maintains accurate and comprehensive records for maintenance, inspections, inventory, fleet activity, billing, and asset tracking across physical and digital systems.
  • Coordinates, performs, and documents preventive maintenance and all required annual and biannual inspections of fleet and equipment assets.
  • Oversees semi-annual fleet inspections and ensures timely completion of corrective actions and compliance documentation.
  • Serves as primary point of contact for divisional fleet maintenance, readiness, and operational support issues.
  • Serves as lead administrator for the US Fleet tracking system, including user training and system oversight.
  • Processes incident reports and insurance documentation related to fleet and equipment events.
  • Coordinates maintenance follow-up with Corps locations to ensure timely resolution of identified deficiencies.
  • Procures approved supplies, parts, and operational materials in accordance with authorization protocols.
  • Processes, tracks, and reconciles vendor invoices and payment records in an accurate and timely manner.
  • Develops and manages vendor relationships; identifies and evaluates vendors to ensure cost-effective operational support.
  • Maintains organization, security, cleanliness, and operational readiness of all EDS warehouses and storage facilities.
  • Supports EDS leadership with operational reviews, program assessments, and continuous improvement initiatives.
  • Maintains working knowledge of divisional assets and capabilities to support deployment planning and response operations.
  • Serves as support instructor and certified co-trainer for approved disaster preparedness training programs.
  • Assists with recruiting, onboarding and training of new volunteers.
  • Supervises volunteers and community service personnel during field operations as assigned.
  • Coordinates driver training, EVOC compliance, and operator field testing in accordance with agency standards.

 Local Emergency Disaster Services (EDS) Response – Philadelphia Area

  • Responds to emergency incidents and disaster operations as assigned.
  • Serves on-scene as an authorized representative of The Salvation Army, providing logistical and operational support and assisting in command-level coordination as required.
  • Maintains on-call availability a minimum of two (2) weeks per month to provide operational coverage and volunteer supervision for the Greater Philadelphia Area EDS program.
  • Collects, documents, and reports operational statistics and activity data during assigned on-call periods.
  • Supports large-scale public events within the City of Philadelphia, including but not limited to feeding operations, hydration services, and volunteer coordination activities.
  • Coordinates and supervises volunteers assigned to special events, emergency operations, and logistical support functions.
  • Develops and maintains professional relationships with vendors, contractors, and partner agencies within the Greater Philadelphia region to support logistical readiness and response capability.

Deployment Responsibilities

  • Assists with the deployment, staging, tracking, maintenance, and recovery of equipment during divisional, territorial, and national disaster operations.
  • Supports disaster needs assessments and field evaluations as directed.
  • Serves in logistics, operations, or command support capacities during large-scale disaster responses as assigned.
  • Deploys to national or regional emergencies in support of disaster response operations when requested.

General Responsibilities

  • Provides operational support during designated holidays, special events, and extended operational periods as required.
  • Maintains cleanliness, organization, and operational readiness of all EDS facilities, storage areas, and support locations.
  • Provides administrative, logistical, and operational support to EDS leadership as assigned.
  • Participates in required meetings, training sessions, exercises, and planning activities.
  • Completes and maintains required administrative documentation, including but not limited to inventory logs, maintenance records, fleet reports, operational databases, and activity documentation.
  • Adheres to all organizational policies, procedures, safety requirements, and operational protocols while on duty.
  • Wears appropriate uniform and identification in accordance with agency standards while performing assigned duties.
  • Performs routine maintenance support duties, including cleaning, fueling, and inspection of equipment and vehicles.
  • Performs all other duties as assigned to support Emergency Disaster Services operations.

Qualifications

Requirements:  

  • Minimum High School diploma or equivalent required. Bachelor’s degree or 5 years of emergency management experience, preferred.
  • Valid Driver’s License, as well as qualify for The Salvation Army’s insurance.
  • Must have the ability to drive large vehicles and tow trailers if asked.
  • Training in Emergency Management (FEMA, SA or other courses as identified by EDS Director)
  • Pennsylvania's Child Protective Services Law requires that all prospective employees complete the following clearance and background checks: PA Child Abuse History Clearance, PA State Police Criminal Record Check, and PA DHS Criminal Record/Fingerprint Check. In addition, completion of a Pennsylvania approved Child Abuse Recognition and Reporting Training is necessary prior to employment.
