MAJOR DUTIES:- Organizes, plans, coordinates, and provides technical and administrative supervision to Roads and Grounds staff, Electronics Technicians, Boiler Plant Operators, and General Maintenance Shop employees (carpentry, HVAC, painting, locksmith, etc.) through subordinate supervisors.
- Exercises direct supervisory authority over the Maintenance and Operations Supervisor, the Roads and Grounds Supervisor, Work Order Clerk, and Maintenance Control Manager.
- Has oversight for approximately 60 employees in the Maintenance and Operations Service Line.
- Assigns and explains work requirements to subordinate supervisors, establishes deadlines and sequence of operations, and identifies specialized equipment and material requirements.
- Reviews and analyzes productions, cost and personnel utilization records to evaluate progress of work and to control or reduce costs.
- Prepares technical operating instructions and work schedules and develops quantity and quality standards.
- Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, determines training needs for all levels of subordinate supervisors and employees. Approves leave of subordinate supervisors.
- Assists the Chief, Facilities Service in providing review and guidance of assigned technical programs. The programs include maintenance of structures, roads and grounds, fleet management, and associated utility systems, among others. These programs are systematically reviewed to assure compliance with published guidelines.
- Ensures appropriate maintenance and repair of the Tomah VAMC facilities, including repair, upgrade, or replacement of utility systems; and inspection of the physical structures, utilities, roads and grounds of the medical center.
- Performs studies of space utilization to assure that changes in utilization are accomplished according to established procedures.
- Participates in the formulation and justification of the service line's budget requirements, justifies budget requests, and initiates requests for personnel actions and equipment.
- Exercises responsibility for gathering and compiling records of organizational and workflow charts, staffing levels, mission/functional statements, and internal audit reports.
- Performs other duties as assigned.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENT: At least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment.
IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
