Job Summary
This position is in the Project and Construction organization. Candidate will provide overall project management for assigned projects within the Utility’s Electric Transmission and Distribution capital portfolio.
The position provides project management of all activities related to the successful completion of assigned project(s) including but not limited to design, engineering, contingency planning, permitting, procurement, outreach, and construction.
The successful candidate will demonstrate sound project management skills in leading project teams through full project lifecycle; from business case and capital approval process, through development and execution of project plans and project closeout. Candidate will achieve the desired results through strict adherence to the Projects and Construction and Project Management Office Procedures, PSEG Long Island Values and Behavioral Standards, and a total commitment to teamwork. The candidate shall ensure that the quality and quantity of work performed is in compliance with Company standards and procedures, safe work practices, and government laws and regulation with focus on result measurement and the use of Balanced Scorecard methodology.
Job Responsibilities:
  • Manage a diverse range of major transmission, substation, control and protection, interconnection, distribution and generation capital projects.
  • Identify required resources, assemble core project team and manage cross functional matrix teams involving a broad range of engineering and construction disciplines.
  • Assure all aspects of assigned projects (material, engineering, permits, regulatory requirements and filings, land acquisitions, contractors, labor, system communications, clearances, customer notifications) are managed, integrated and performed in a timely and cost effective manner to achieve successful completion.
  • Lead or assist functional areas on major system repair efforts on failed transmission circuits and substations as requested by senior management.
  • Lead the preparation of project execution plans to define overall project objectives based on approved budgets and established priorities.
  • Lead the development of key milestone and detailed project schedules identifying project tasks and their interdependencies.
  • Establish and maintain good working relationships with internal and external stakeholders.
  • Work with and understanding of contracts: Lump Sum, Engineering, Procure and Construct (EPC), Unit Cost, Time and Material/Equipment.
  • Participate in all required storm restoration activities Safety Sensitive position/Will be subject to DOT random drug testing.
Roles that include NERC CIP responsibilities:
  • Own functional tasks on day-to-day compliance with the all the NERC Standard's Requirements assigned.
  • Serve as contact for all assigned compliance activities. Coordinate the reviews and approvals as specified in Standard Requirements.
  • Ensure required policies/procedures are followed and that any local dept-level procedures encompassing the NERC Compliance Standards Requirements are up to date.
  • Provide materials for required reviews and approvals of all assigned compliance activities for submission.
  • Work with SME Mgrs and Lead SME Contributor on functional day-to-day compliance activities to ensure all are effectively coordinated, sustained in the LOB.
  • Provide updated and approved input to the Lead SME for the Reliability Standard Audit Worksheets, CIP Evidence Request Tool, O&P Evidence Tracking Sheet and for all assigned NERC Standard. Includes FERC, NERC, NPCC, LIPA, NY State, DHS.
Job Specific Qualifications:
  • Bachelor’s degree in Engineering or related technical field with 8 years of engineering, construction, project management or supervisory experience.
  • In lieu of a degree, 13 years of engineering, construction, project management or supervisory experience.
  • Strong leadership capability.
  • In-depth knowledge and relevant experience in project management, engineering, construction methods, budgeting, cost control, planning, scheduling and estimating.
  • Interact with all managerial levels, including Senior Management, both internally as well as externally.
  • Work in a matrix organization.
  • Work under stressful situations and continually meet deadlines.
  • Create a high-energy team and foster open communication.
  • Build strong relationships with key stakeholders (e.g. both external and internal).
  • Exhibit high personal standards of commitment and integrity.
  • Must possess and maintain a valid U.S. driver's license with a safe and satisfactory driving record.
  • Compliance with the Department of Energy's regulation 10 CFR 810 is required.
Desired:
  • 6 years of Inside Plant, Overhead and/or Underground outside plant distribution, Transmission project experience or work in heavy industrial environments.
  • T&D experience in utility industry or relater experience.
  • Understanding of NYISO rules for the scheduling of Transmission Outages.
  • Negotiating experience.
  • Knowledge of Electrical: construction, operations, equipment, materials.
  • Knowledge of Article VII and SEQRA requirements.
  • Ability to understand complex engineering systems/drawings.
  • Project Management Professional (PMP) Certified.
  • P.E. License.

As an employee of PSEG Long Island, you should be aware that during storm/outage restoration efforts, you may be required to perform functions different from normal operations and work extended hours beyond your regular work schedule. You may also be required to work on premise or in an alternate location as directed by the company.
