Job description

We are seeking a technically focused Learning Systems Technical Lead / Learning Management System (LMS) Subject Matter Expert to support the administration, implementation, modernization, and strategic evolution of enterprise learning technologies. This role requires a balance of technical leadership, business process alignment, governance, and stakeholder engagement while ensuring compliance with complex federal and regulatory standards.
As a senior technical advisor, you will provide leadership for enterprise learning platforms and associated technologies, supporting system administration, operational continuity, interoperability, reporting, data governance, and future modernization initiatives. You will work closely with Government stakeholders to ensure learning technologies effectively support workforce development, instructional delivery, enterprise reporting, and organizational learning objectives within a secure and scalable federal environment.
Prior experience working in federally regulated environments and proximity to the DC-Maryland-Virginia (DMV) area with the ability to go onsite as needed is strongly preferred.
Key Responsibilities
  • Provide technical leadership for enterprise LMS platforms and learning technologies, supporting administration, configuration, governance, and operational continuity.
  • Configure and optimize LMS platforms (Totara, Cornerstone, Moodle, or similar), including roles, permissions, learning plans, certifications, workflows, and notifications.
  • Advise stakeholders on system architecture, interoperability, integrations, reporting capabilities, and learning technology best practices.
  • Support data governance, metadata management, system reporting, and data integrity activities across enterprise learning environments.
  • Partner with stakeholders to design and implement learning workflows, enrollment processes, learning pathways, and operational improvements.
  • Coordinate technical issue resolution, testing activities, configuration validation, and user acceptance testing.
  • Document system configurations, governance processes, technical decisions, and operational procedures.
  • Identify technical risks, modernization opportunities, and process improvement recommendations to support long-term learning technology strategies.
  • Represent enterprise learning technology interests in meetings with senior stakeholders and provide advisory support for future system transitions and modernization initiatives.

Basic Qualifications
  • Bachelor's degree in Information Technology, Information Systems, Computer Science, Instructional Technology, or a related discipline.
  • 8 years of experience supporting enterprise learning technologies, learning management systems, or comparable enterprise platforms.

Additional Qualifications
  • Experience supporting LMS administration, configuration, system integrations, reporting, and enterprise learning operations.
  • Experience operating within highly regulated federal or public-sector environments with adherence to established policies, standards, and governance processes.
  • Strong understanding of enterprise learning technology governance, business process design, and platform administration.
  • Experience supporting system interoperability, data governance, reporting, and operational performance monitoring.
  • Ability to collaborate with senior-level stakeholders and communicate technical concepts to both technical and non-technical audiences.
  • Familiarity with testing methodologies, user acceptance testing, and issue resolution processes.
  • Excellent communication, facilitation, and technical documentation skills.

Preferred Qualifications
  • Experience with Totara LMS, Cornerstone, Moodle, or other enterprise learning platforms.
  • Experience leading or supporting LMS modernization, migration, or digital transformation initiatives.
  • Background in technical consulting, professional services, or enterprise platform implementation.
  • Experience with reporting tools, analytics, and data-driven decision support for learning environments.
  • Experience supporting federal workforce development, training operations, or learning technology ecosystems.

The pay range for this position based on full-time employment is:
