This position is located in the Air National Guard Comptroller Flight in the Wing. This is an Air National Guard Dual status technician position. Dual Status technician requires military membership, compatible military skill assignment and classification. The purpose of this position to serve as a supervisor with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to a wide spectrum of pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel Pay). This position has full responsibility for providing administrative support in the processing of pay actions.
Defense (DoD) Directives, and Joint Travel Regulations (JTR) governing financial management, operating procedures, and entitlements for military personnel, civilian staff, vendors, and travelers. This foundational compliance expertise is paired with deep, hands-on knowledge of defense pay systems supporting Military Services and Defense Agencies, enabling the proactive identification of system weaknesses and the development of compliant workaround solutions to guarantee accurate transaction processing. Leveraging advanced data management, trend analysis, and a thorough familiarity with diverse pay schedules and database applications, the incumbent successfully navigates complex payroll reporting and transaction requirements. Furthermore, a broad understanding of the Defense Finance and Accounting Service (DFAS) mission, organizational relationships, and management improvement techniques equips them to effectively resolve special inquiries, implement robust internal controls, and execute strategic studies that enhance productivity across all core programs, including Military Pay, Civilian Pay, Accounts Payable, and Travel Pay.

Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO AREAS OF CONSIDERATION (AOC) 1 & 2 ONLY. PRIORITY WILL BE GIVEN TO AOC 1.
AOC DEFINITIONS:
Area 1: Current permanent employees of the South Carolina Air National Guard. (Note-Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this AOC)
Area 2: Current members of the South Carolina Air National Guard.
Area 3: Any individual eligible for membership in the South Carolina Air National Guard.
GENERAL EXPERIENCE:
In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in presenting formal training presentations and briefings;
- Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE REQUIREMENTS: All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.
Supervisory Positions, add the following Specialized Experience:
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain a secret security clearance of the position.
2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
3. May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
4. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Financial Management Certification Requirements:
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
REQUIRED: FM Certification Level 2
Education
EDUCATION REQUIREMENTS: A completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Apply the education requirement for qualification using the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions.
Air National Guard Enlisted GS-09 through GS-12: Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
