Role Description

FFRF’s State Advocacy Specialist spearheads the organization’s state-level policy and legislative advocacy work. Working closely with FFRF’s state policy team, the position includes tracking legislation in all 50 states, advocating for or against that legislation, and mobilizing FFRF’s membership to do the same. This position also includes representing FFRF in collaborative work with other like-minded organizations, and working with other departments to generate reports and other educational materials related to state advocacy. This is an exempt position and reports to the Senior Policy Counsel. If the specialist does not live in the Madison, WI area, this may be a remote position. Individuals need to be able to travel several times a year to the Madison, WI office and several annual events around the nation. 

Responsibilities of the Position:

-Legislative Tracking, Analysis, and Advocacy

• Research, track and analyze state legislation around the country and some federal bills that involve FFRF’s dual purposes of keeping state and church separate, and educating the public about nontheism, along with other members of the state policy team.
• Coordinate action alerts for FFRF members to advocate for legislative action at strategic moments.
• Assist legislative counsel in developing testimony, talking points, op-eds, etc. on tracked legislation.
• Monitor legislative proceedings and other government events related to tracked legislation and FFRF’s mission.
• Collaborate with aligned state and national advocacy groups on legislative actions.

-Policy Education and Limited Lobbying

• Assist in developing and advocating for proactive legislation that advances the cause of state/church separation.
• Attend meetings with lawmakers and their staff, including as an expert to assist novice advocates meeting with their representatives.
• Monitor current events related to tracked legislation and FFRF’s mission and play an active role in planning appropriate action in response.
• Draft statements or press releases related to current events that impact tracked legislation and FFRF’s mission.
• Work with the state policy team and the FFRF legal department to develop reports and other educational materials related to state advocacy

Ideal Applicant Qualifications

• Minimum 4-year undergrad degree in political science or similar major is ideal.
• 3–5 years of experience in government relations, legislative analysis, or other state policy work.
• Ability to work under time pressure.
• Exceptional writing and editing skills, including the ability to produce accurate, persuasive, audience-appropriate materials on short deadlines.
• Demonstrated ability to research and analyze legislation and related policy materials, identify significant legal and practical consequences, and explain complex provisions accurately in plain language.
• Experience building constructive working relationships with diverse coalition partners and public officials, navigating disagreements professionally, and representing the organization’s positions clearly and respectfully.
• Experience with Google Workspace products.
• Experience with Quorum or similar legislative-tracking software and AI tools 
• A demonstrable commitment to issues related to the separation between religion and government
• Ability to work independently, move projects forward with limited supervision, make well-reasoned judgment calls for preliminary recommendations, for prioritizing and for understanding newsworthy legislative developments, and to seek guidance when an issue presents significant legal, political, reputational or compliance concerns.
• Availability for occasional travel and occasional work outside standard business hours during legislative deadlines, hearings, conferences or rapidly developing policy events.

• Salary range is expected to be $80,870-$103,320
