Job description

We are looking for a Compliance Manager based out of Lanham, MD for our corporate office. The Compliance Manager is responsible for ensuring that all assigned properties operate in full compliance with applicable federal, state, and local affordable housing program requirements. This role provides comprehensive compliance support across multiple housing programs, including but not limited to Section 8 Housing Choice Vouchers, Family Self-Sufficiency, Moderate Rehabilitation, HOME, Rural Development, Low-Income Housing Tax Credit (LIHTC), and other programs owned or managed by the Housing Authority.

Duties and Responsibilities:

Certification & Eligibility

  • Process applications and determine eligibility for the affordable program offered at assigned properties.
  • Verify income, assets, medical or unusual expenses, and assisted dwelling information.
  • Enter data in OneSite to generate rent, utility allowance, and escrow calculations
  • Conduct annual, interim, and gross rent certifications in a timely and accurate manner.
  • Assist residents in completing and signing all required documentation related to move-ins, annual recertifications, and interim changes, ensuring program requirements are clearly explained and understood.
  • Process move-out certifications and any other required certification types not otherwise specified.
  • Support Property Managers during high-volume certification periods or at sites with universal certifications.
  • Process Special Claims in accordance with program guidelines.

EIV - (Enterprise Income Verification)

  • Run EIV reports monthly
  • Ensure full compliance with MMS Group’s EIV policies and procedures.
  • Monitor repayment agreements and ensure proper documentation is maintained.
  • Maintain a complete and current EIV file (EIV book) containing all required documentation.

Audit & Reviews

  • Review all resident files prior to annual auditor submissions.
  • Participate in and support all ownership, investor, governmental agency, and third-party reviews.
  • Collaborate with Property Managers to ensure sites are fully prepared for reviews and inspections.
  • Prepare and submit written responses to findings from agency, ownership, and auditor reviews.

OneSite Administration

  • Utilize OneSite to monitor rent accuracy and ensure proper generation of state agency reports.
  • Ensure OneSite records are current and accurately reflect resident activity, vouchers, repayment agreements, and special claims.

Compliance Documents

  • Ensure that the Affirmative Fair Housing Marketing Plan (AFHMP) and Tenant Selection Plan (TSP) are prepared for each site and that current versions are properly displayed.
  • Ensure current Rent Schedules are posted at the site and accurately updated in OneSite.

Reporting

  • Prepare and submit a monthly compliance report detailing overall property performance, including certifications, site visits, training needs, inspections, audits, compliance documents, plans, and forms.

Temporary Assignments

  • Assist with temporary site assignments, including compliance clean-up efforts at other properties, as needed.
  • Maintain responsibility for regular duties while managing temporary assignments.

Education and Experience:
  • Minimum of three (3) years experience with low-income, senior, or housing-related programs.
  • Ability and willingness to travel regularly to assigned properties, including overnight travel, as required.
  • High School Diploma required
  • Certified COS, TCM, MORS, BOS, CMH, AHM, or related certificate required
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered.
