Job description

Blue Sky Innovative Solutions is looking for a Program/Project Manager I. Functions in a senior-level role directing the planning and management of single or multiple projects and retains overall responsibility for performance including cost, schedule, deliverables, and contractual compliance. Responsible for overall success of the project/projects. Serves as the senior liaison to government and outside representatives and coordinates activities of support personnel. SUPERVISORY RESPONSIBILITY * May lead and train teams or individuals. * Has authority and responsibility to identify and commit resources required to support effort. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES. * Ensures goals and standards are successfully implemented. * Crafts and enforces quality control programs. * May oversee the planning and implementation of an entire project through budgeting, hiring team members, sourcing suppliers, and planning the project release. * Manages a portfolio of complex initiatives that span one or multiple lines of business. * Provides on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones. * Manages all aspects of multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives * Manages the day-to-day project activities and resources and chairs the project management team meetings. * Provides status reporting regarding project milestones, deliverable, dependencies, risks, and issues, communicating across leadership. * Manages ongoing quality control and participate in quality issue resolution. * Manages all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks, and issues. * Ensure that projects and programs are proceeding according to scope, schedule, budget, and quality standards * Performs other related duties as assigned. MINIMUM QUALIFICATIONS * Must have at least 7 years of experience working in the relevant area of expertise. * Ability to simultaneously manage, coordinate and pursue multiple, complex projects and activities. * Extensive understanding of project and program management principles, methods and techniques. * Must be able to demonstrate the functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices. * Must be able to establish practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization * Must be able to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence. * Must have proven success in providing on site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones. * Must be able to coach, mentor, motivate and supervise project and program team * Must have advanced knowledge of business operations and project management. * Must be committed to the project and participate in the team meetings. * Have advanced ability to recommend and implement technical solutions for cross-functional projects. * Excellent recordkeeping, as well as written and verbal communication skills. * Active TS/SCICERTIFICATIONS * PMP or other advanced project management certification EDUCATION * Bachelor's Degree HIGHLY DESIRED * N/A PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS * Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
