Job description

The Worker will perform advanced technical level work providing direction and guidance in strategic and tactical operations and planning. The Worker will direct activities required for the agency to respond to the electronic data discovery in support of litigation matters and related Information Technology (IT) Infrastructure projects. The Worker will assist development of eDiscovery strategy, improve architecture, planning work to accomplish Legal and IT business needs, and write eDiscovery policies, processes and procedures.


More specifically, HHSC will require a project manager to accomplish the following:


  • Coordinate and track activities among the various vendors, agencies, and customers to ensure timelines and business objectives are met.

  • Ensure architecture of eDiscovery system is integrated with current infrastructure and technology strategy.

  • Communicate project status to stakeholders and executive management on a regular basis.

  • Ensure business processes are not interrupted during the discovery process.

  • Support the agency's execution of the eDiscovery plans and activities.

  • Manage the day-to-day operational and tactical aspects of the litigation support related to IT.

  • Work with the delivery team to set overall project scope, plans, priorities, strategies and milestones and track detailed progress.

  • Identify issues concerning schedule, service provider, or technical activities

  • Analyze project progress to anticipate and avoid potential issues

  • Coordinate and monitor agency staff and the service provider's participation in work groups and sub-project teams.

  • Document and track status of team activities, issues, and action items.

  • Leads team kick-off meetings, technology meetings, major milestone reviews, and project close out meetings according to scope of the project.

  • Manage change control and change review processes.

  • Prepare and deliver presentations to the Client Executives and other agency Executives.

  • Perform other duties as assigned.


Minimum Requirements

8 Years in the following:


  • Experience in the Information Technology and Legal industries.

  • Experience working with the project management lifecycle (PMI and Texas PMLC)

  • Experience working with the Electronic Discovery Reference Model (EDRM)



5 Years in the following:


  • Experience building highly functional matrix teams

  • Success at managing resources in a mixed functional and matrixed project and Legal environment

  • Experience producing and executing Enterprise communication plans

  • Effective manager of teams through use of team meetings, task assignment, mentoring, facilitation and training

  • Experience developing, documenting and executing highly effective project management plans, work plans and quality plans.

  • Experience leading IT organizations in technical initiatives

  • Experience implementing Enterprise approaches to stated business requirements.


Additionally:


  • Excellent oral and written communication skills.

  • Strong leadership skills and ability to mentor other team members.

  • Good team-playing skills.

  • Knowledge of the Symantec Clearwell eDiscovery suite

  • Knowledge using the Symantec Clearwell eDiscovery suite to accomplish all EDRM phases.

  • Experience managing successful technology projects that support litigation matters.



Preferences:


  • Certified PMP

  • Certified ITIL and/or eDiscovery

  • Knowledge of HHSC systems a plus

  • Experience working with multiple agencies in the HHS Enterprise (DADS, DARS, DFPS, DSHS, HHSC)
