Job description

POSITION SUMMARY: The Program Operations Manager will work directly with client-centered programs to maintain documents, processes, efficiency, compliance, and best practices. This role is responsible for overseeing program operations within the organization, ensuring compliance with industry standards, and optimizing processes for efficiency and effectiveness. This role involves conducting job task analyses, performing time studies, managing documentation, and ensuring compliance with HIPAA and other regulatory requirements. Additionally, the Program Operations Manager will assist with recruitment, hiring, and onboarding for the assigned department. 

DUTIES: 

  • Job Task Analysis: Conduct job task analyses and key informant interviews to understand and document the requirements and responsibilities of various roles. 

  • Documentation Management: Create and manage comprehensive documentation for processes, procedures, and compliance requirements. 

  • System and Process Mapping: Develop and implement system and process maps to optimize organizational operations. 

  • Time Studies: Perform time studies to evaluate the efficiency of current processes and identify opportunities for improvement. 

  • Project Management: Oversee and manage projects to ensure they are completed on time, within scope, and within budget. 

  • Training: Design and deliver training programs to ensure staff are knowledgeable about processes, systems, and compliance requirements. 

  • Compliance: Ensure organizational compliance with certification, tracking, application submission, confidentiality, HIPAA, and other regulatory requirements. 

  • Client-Centered Programs: Collaborate with client-centered programs to maintain documents, processes, efficiency, compliance, and best practices. 

  • Recruitment and Hiring: Assist with the recruitment, hiring, and onboarding processes for the assigned department. 

  • Reporting and Tracking: Provide accurate and timely reports on operational metrics and project progress. Implement tracking systems to monitor key performance indicators (KPIs) and ensure data-driven decision-making. 

  • Perform other duties as assigned. 

QUALIFICATIONS: 

  • Bachelor’s degree in Operations Management, Business Administration, Psychology, Instructional Design, Learning and Development or another related field or a minimum of 2 years of experience in operations management with progressively increasing responsibilities 

  • Minimum 2 years experience directly managing others. 

  • Strong project management skills 

  • Experience in system and process mapping. 

  • Knowledge of HIPAA and other relevant compliance regulations. 

  • Excellent organizational, analytical, and problem-solving skills. 

  • Strong communication and interpersonal skills. 

  • Excellent oral, written, and interpersonal communication skills. 

  • Ability to manage multiple projects simultaneously and work in a fast-paced environment. 

  • Pass agency paid criminal justice screening fingerprints. 

  • Pass agency paid TB (Tuberculosis) screening. 

  • Pass agency health screening or drug testing, if required. 

  • Possession of a valid California Driver’s License and proof of valid auto insurance coverage. 

  • Pass agency paid MVR clearance with no more than 2 points – if you are under the age of 25 our insurance company will not allow any points. 

PREFERRED QUALIFICATIONS: 

  • Certification in project management (e.g., PMP). 

  • Experience in a healthcare or related industry with a strong understanding of compliance requirements.
