Day-to-day responsibilities of this position:
Team Leadership and Development:
- Lead, mentor, and develop the following diverse team of employees, fostering a collaborative and high-performing environment: (1) a team of at least four licensing specialists handling significant medical/health care professions; (2) one or more compliance (probation) specialists; (3) a specialist who develops international application pathways; and (4) at least two bureau managers who oversee licensing specialists for other health care professions.
- Conduct regular performance reviews, provide constructive feedback, identify professional development opportunities for team members, and initiate corrective or disciplinary actions as needed.
- Delegate tasks effectively and ensure equitable workload distribution.
- Hire and onboard new team members and provide ongoing training.
Licensing Operations Management:
- Oversee and ensure the timely and accurate processing of all license applications and related inquiries for DOPL's Medical and Allied Health Section professions.
- Manage, develop, and/or implement efficient workflows and procedures to optimize licensing processes.
- Recommend, advocate, and/or implement new and or changes to existing policies and procedures, laws, or rules.
- Address complex licensing issues, appeals, and actions, including in collaboration with DOPL investigators, legal counsel, and boards.
- Develop, direct, and/or evaluate programs.
Identify data and information that suggest developing patterns of problems or complaints, from which general or specific trends and patterns can be discerned, suggesting a need for further investigation. - Audit and review systems and practices to ensure compliance with procedures, regulations, and standards.
- Represent your licensing team at interprofessional, team, and/or agency meetings.
- Give input and make determinations on disciplinary and non-disciplinary licensing actions to be taken in conjunction with investigation efforts.
- Deliver presentations, stand-up training, or instruction to staff, management, licensees, professional associations, and the general public.
- Receive, research, and respond to incoming questions or complaints; provide information, explain policy and procedures, and/or facilitate a resolution.
- Research and review financial records, schedules, reports, and/or problem areas as needed or directed.
Board and Committee Support:
- Provide comprehensive administrative and logistical support to the boards and committees associated with your professions, including ensuring compliance with applicable laws such as the Open and Public Meetings Act.
- Coordinate and facilitate board meetings, helping to prepare agendas, minutes, and ensuring necessary documentation is available.
- Act as a primary liaison between your boards/committees and your licensees and other third parties.
- Ensure board directives and decisions are properly made and accurately implemented.
Legal Compliance:
- Ensure strict adherence to all state and federal laws, administrative rules, and policies governing the licensing of DOPL's
- Medical and Allied Health Section professions.
- Stay abreast of changes in legislation and laws and rules impacting your professions and ensure practices and rules are updated accordingly.
- Collaborate with leadership and/or legal counsel on the interpretation of laws and rules, and in responding to legal challenges or public inquiries.
- Prepare cases for referral to the office of the Attorney General.
- Propose appropriate rule amendments and actions to the licensing board and DOPL/Commerce leadership.
- Collaborate with investigative personnel to ensure rigorous enforcement of licensing laws and rules.
Stakeholder Communication and Service:
- Serve as a primary point of contact for inquiries from licensees, professional organizations, the public, and other government agencies regarding your managed professions.
- Act as a liaison between your team and other agencies, work units, organizations, suppliers, etc.
- Ensure your employees provide high-quality customer service, addressing questions and concerns professionally and efficiently.
- Develop and disseminate clear and concise information regarding licensing requirements, processes, and regulatory updates.
- Interact and communicate efficiently and professionally with Department of Commerce and DOPL leadership, managers, and other employees.
