Job description

Salary Range:  $80,433 - $129,497     Salary Grade:  25     FLSA:  Exempt

Purpose of Classification:

The purpose of this classification is to manage staff and operations of an assigned library function, such as public outreach, reference, circulation, collection management and the library facility. Incumbents manage multiple library branches as assigned.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; reviews progress and activity reports and management; and assists with the revision of procedure manuals as appropriate.
Manages and supervises the operations of a major library function such as public outreach, collection management, training, reference, or circulation; coordinates daily work activities; organizes and prioritizes workload; makes work assignments; provides training as needed; monitors status of work in progress; inspects completed work; and troubleshoots problem situations.
Oversees assigned functional area, exercising full responsibility and authority regarding staff, programs, collections, and general operations of unit; evaluates operations for optimal delivery of public service; develops goals and objectives; initiates and implements programming and training to achieve goals and objectives; determines allocation of financial, staffing, equipment, space, and bibliographic resources necessary to meet goals and objectives; establishes and evaluates changes in policies and procedures; coordinates staffing and supervision for assigned area; prepares and monitors budget; recommends and coordinates capital improvements for assigned area; and coordinates and oversees arrangement of physical facilities in assigned area.
Provides direct input on overall management of the library; interprets library policies to the public and enforces library policies; represents the library and the assigned functional area of service to library patrons and the community; writes grant requests; manages petty cash funds; and maintains awareness of legislation affecting library operations and area of assignment..
Participates and facilitates departmental and community meetings to discuss, review, advise, and clarify staff and patron issues related to programs, services, policies and procedures.
Plans and supervises outreach functions for the library; oversees staff and operation of facilities; oversees provision of services including service levels and coverage areas; and coordinates library's provision of and participation in community events and activities with organizations and associations.
Oversees and supervises circulation operations for the library; establishes and enforces policies and procedures; oversees operation, maintenance, and use of automated circulation system; oversees all direct customer service activities; and coordinates lending, renewal, inter-library loans, transfer, locating, and shelving of materials and resources.
Oversees the development of the library's collections in all formats, recommends the selection, retention, and development of all collections; selects books and materials for purchase and prepares order lists; removes and weeds outdated, worn, and little-used materials from library collections as needed; selects books from donations to add to collection; and reads current books, periodicals, and book reviews and reports.
Oversees the development, promotion and schedule of training opportunities for library staff and patrons; develops, plans and presents classes to library staff; encourage and approve national, state and local conference attendance; coordinate annual staff development day; creates, updates and maintains forms for staff and patron use; and manages content and access for staff intranet.
Monitors inventory levels of equipment and supplies; initiates requests for new or replacement materials; recommends the purchase, lease or rental of equipment related to services in assigned area; and prepares proposals for new equipment.

Minimum Qualifications:
Master's degree in Library and Information Science from an American Library Association accredited graduate school; seven years of experience in library services, with two years as a branch manager; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; and must possess and maintain licensure from the Georgia State Board for the Certification of Librarians within six months of employment in this classification.
