Collection & Technical Services Supervisor

CTS – Sylvan Way

ANNOUNCEMENT NUMBER: 0526-22

Kitsap Regional Library is looking for an organized and team-orientated individual to provide superior leadership, supervisory and organizational skills in the Collection and Technical Services (CTS) department. This position is responsible for supervising technical services functions, which may include acquisitions, processing, receiving, cataloging, and/or interlibrary loan. Responsibilities also include coordinating processes and workflows with external vendors, managing supply inventory, performing library database maintenance tasks, and assisting the CTS Manager with the general operation of the department. This position supervises and oversees work completed by specialists within the CTS department. Work is performed with significant opportunities for exercising independent judgment and initiative. This position reports to the Collection and Technical Services Manager.

QUALIFICATIONS AND EXPERIENCE

Bachelor's degree required plus a minimum of two years library experience in technical services and two years of experience in the management or supervision of a workgroup.

BENEFITS & SALARY

Employees regularly scheduled 20 or more hours per week are eligible to participate in our medical, dental, vision, basic life, AD&D, long term disability insurance plans, health reimbursement arrangement (HRA), as well as our employee assistance program. Additionally, all employees regularly scheduled 20 or more hours per week receive 13 paid holidays throughout the calendar year. Employees in this position earn 15 days per year of vacation leave over the course of their first year, 13 days of sick leave, and 1 personal day each year.

Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years.

Offers to new employees are expected to be between $32.53 and $36.61 depending on required and relevant experience and in alignment with internal equity.

ESSENTIAL FUNCTIONS

Any of the following duties may be performed. These examples are not necessarily performed by all incumbents, however, and do not include all specific tasks an incumbent may be expected to perform.

DUTIES:

  • Maintain effective lines of communication within the department and with other departments and branches. Coordinate with other teams and departments in planning and maintaining efficient workflows.
  • Interview, select and hire new employees for the department. Establish hours of work as well as direct, plan, assign and determine the manner of work performed. Approve overtime and the use of employee time off. Evaluate employee performance.
  • Manage relationships with external vendors for physical materials including resolving problems, establishing new processes, setting performance targets, and ensuring that these are met. Work with the CTS Manager as needed on requests for quotations or purchases. Ensure accuracy of the library's ILS database by utilizing a complex ongoing routine of database maintenance activities, as well as special projects designed to enhance user access to the library's collections.
  • Identify opportunities for improvement in processes and services, document procedures and local practices, provide training to staff on procedures, best practices, and new technologies; plan integration of new collection areas into existing processes, and work with the CTS Manager and staff to implement changes and monitor and evaluate services and processes.
  • Maintain inventory of processing supplies and place orders for new supplies as necessary, including researching and recommending new products to be used to enhance preservation of material or improve efficiency of procedures and processes.
  • Assist in preparing the CTS annual budget, monitor expenditures, and coordinate fiscal year end rollover within the ILS.
  • Work with the CTS Manager and staff on long-range planning, goal setting, and development and implementation of policies and procedures.
  • Perform any technical services functions as necessary.
  • Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to maintain regular and reliable attendance.
  • Ability to establish and maintain effective working relationships with employees, vendors, special interest groups and representatives from other library systems.
  • Knowledge of Polaris or other integrated library system, as well as RDA, AACR2, LCSH, Dewey Decimal Classification, MARC21 formats, and authority control.
  • Experience using OCLC Connexion, MarcEdit, or other bibliographic utility for cataloging.
  • Ability to select, develop and motivate staff and create a positive team environment.
  • Ability to plan and set priorities.
  • Ability to develop and implement procedures, prepare reports, and maintain department records as required and to exercise initiative and independent judgment within prescribed policies and procedures.
  • Ability to communicate effectively verbally and in writing.
  • Ability to operate standard office equipment, perform required data entry proficiently and utilize computer software and specialized programs.
PHYSICAL REQUIREMENTS:

Work is carried out in a generally accessible, safe, indoor environment with frequent staff and occasional public interaction. This position involves light physical demands, sitting and operating objects, tools or controls including keyboards and telephones for extended periods; internal and external customer contact, conversations, phones, noise from office machinery and other equipment, etc. Must be able to work while others are working in a shared team area.

Occasionally, the incumbent must move or maneuver objects or materials weighing up to 35 pounds, including stooping, reaching, lifting, bending or transferring materials and office supplies. Seldomly push, pull, lift or exert up to 20 pounds of force, and/or up to 10 pounds of force constantly to move objects; bending at the waist, kneeling, and reaching, using arms and hands.

Work performed and delivered is guided by precise deadlines. High cognitive demands include strong attention to detail, ability to focus for long periods of time, critical thinking, prioritizing, problem solving, and information synthesis.

SCHEDULE

This is a full-time position scheduled for 40 hours per week. The schedule is typical Monday through Friday office hours but may include weekends and evenings as needed. Please note that schedules are subject to change to meet the needs of the library.
