Planned Parenthood Great Plain'sย (PPGP)ย Legislative Affairs andย Organizing Managerย (Missouri)ย serves as the primary strategist and lead for advocacy, legislative, organizing, and electoral efforts in Missouri, while also supporting broader policy and civic engagement priorities across the affiliate's multi-state region. Working under the direction of the Vice President of Policy and Advocacy, this role develops and executes legislative advocacy, issue- and candidate-based civic engagement, coalition partnerships,ย stateย PAC activities, and supporter engagement strategies. The roleย builds andย maintainsย strong relationships with legislators and state agencies,ย representsย PPGP/PPGPV in sexual and reproductive health and other progressive coalitions, and advances the organization's policy and electoral goals.ย ย ย 

The Legislative Affairs & Organizingย Managerย acts as PPGPV's registered lobbyist in Missouri,ย supervises Missouriย organizers,ย and ensures alignment between in-state priorities and affiliate-wide strategy. The positionย plays a key role in the organization's Public Affairs teamย workingย cross-functionally with Development, Volunteers and Communications teams to support fundraising,ย special events, and integrated advocacy efforts. Success in this role requires collaborative leadership, political acumen, and the ability to advance complex advocacy goals while building strong relationships withย key stakeholders.ย 

Responsibilities

Legislative Advocacy & Policy Leadership

  • Develops andย leads legislative advocacy, organizing, and state-level communications forย Missouriย inย coordinationย with other Planned Parenthood departments and/or coalition groups. Monitors local,ย stateย and federal legislative or regulatory actions thatย impactย the delivery of services.ย 

  • Buildsย andย maintainsย relationships with legislative members and staff, state regulatory agencies, lobbyists, consultants,ย andย local level office holders.ย 

  • Serves as the in-state lobbyist and oversees additionalย lobbying efforts on behalf of the organization'sย 501c4, Planned Parenthood Great Plains Votes (PPGPVotes),ย andย coordinates closely with partners includingย in-state sister affiliate,ย Planned Parenthood Great Rivers (PPGR) inย joint lobbying efforts aimed at preserving access to PP's delivery of health services.ย ย 

  • Remainsย informed on bill status and legislative strategy with regular updatesย to VP of Policy and Advocacy and extendedย executive leadership.ย ย 

  • Supervises andย supports theย Missouri organizer and fellows.ย 

  • Guides strategy for testimony, includingย drafting andย providingย in-person testimonyย for key bills, coordinating coalition and constituent testimony,ย andย communicatingย with external affairs team forย action alerts and mobilization.ย 

  • Serves as aย trustedย source of local political and policy knowledge within theย affiliateย and with partners.ย ย 

  • Serves as lead liaison to in-state advocacy-focusedย community andย coalition partners.ย Works to build strong relationships with allied organizationsย andย developย organizing staff to do the same.ย 

  • Directs the development of grassroots lobbying activities in theย capitol, including coalition lobby days and smaller scale affiliate grassroots contacts with legislators.ย 

  • Manages constituency organizing in-stateย in closeย coordination with Constituency Program Leads, if applicable.ย ย 

  • With staff organizers, directlyย recruitsย volunteers and community partners for advocacy events,ย working closely withย Volunteerย Manager toย engage supporters in Public Affairs work.ย 

  • Adheres toย current 501(c)(3) and 501(c)4 IRS and PPFA guidelines andย keeps internal teams informed; leads the affiliate wideย trainingย as necessary.ย ย 

  • Supports development effortsย related toย Publicย Affairsย projects andย activitiesย ;ย andย prepares relevant grant reports as required by funders.ย 

  • Overseesย accurateย andย timelyย reporting of all PPGPV staff time and expenses to the Finance department per IRS guidelines.ย 

  • Maintains familiarity and compliance with all state and local lobbying reporting requirements.ย Maintains consistent reporting ofย electoral,ย lobbyingย and PACย activities as directed.ย ย 

ย Electoral Strategy & Campaign Executionย 

  • Ensures the successful implementation of electoral strategies.ย Including but not limited toย year-roundย advocacyย events, tabling opportunities,ย andย voter engagement ralliesย and in-state PAC fundraisers.ย 

  • Coordinates people and resources, manages expectations, and oversees tasks.ย 

  • Maintains current andย accurateย files, tracks affiliate activity to provide regular reports, andย monitorsย work-related financial expenditures.ย Tracks progress, measures performance, and adapts project plans if needed.ย 

  • Fostersย meaningful collaborations aimed at improvingย the lives of patients served by Planned Parenthood and enhance their ability to access reproductive health information and care, with a priority on supporting health equity efforts for historically underserved and/or under-resourced populations.ย 

  • Collaboratesย closely with staff leadership andย affiliate partners on the candidate endorsementย process.ย 

  • Manages theย in-state lobbying and electoral complianceย in partnership with General Counsel.ย 

  • Develops andย maintainsย expertiseย inย useย of the Voter Activation Network and ensures consistent,ย accurate, andย timelyย reporting in the VAN.ย ย 

  • Fosters collaboration and resolves conflict. Debriefs and evaluates each campaign. Works as a team player in a high-pressure work environment.ย 

  • Performs other duties as assigned.ย 

Experience and Qualifications
  • Bachelor's Degree (B.A.) from four-year college orย university,ย 3-5 yearsย relatedย electoral or advocacy/organizingย experience and/or training; or equivalent combination of education and experience.ย 

  • Prior direct lobbying experienceย strongly preferred.ย ย 

  • Demonstratedย proficiencyย in project management of legislative, electoral, organizing, or other public affairs campaigns.ย 

  • Strong interpersonal skills, and adept in managing conflict and crisis creatively and keeping teams moving towards results.ย 

  • Requiredย track recordย of creating andย maintainingย strong work relationships with a diverse set of colleagues.ย 

  • Strong communicator who can show progress towards goals to audiences and through diverse channels.ย 

  • Ability toย identifyย priorities, workย independently,ย and developย solutionsย for addressing issues or requests.ย 

  • Passionate about the Planned Parenthood mission.ย 

  • Working knowledge of voter databases (specifically VAN) is preferred.ย

37.5 hour full-time work week

Annual Paid Time Off: Vacation - 112.5 hours, Sick Leave - 48 hours, Holidays - 105 hours which includes a full holiday week in December.

Parental Leave: After 12 months of full-time employment, employees are eligible for paid parental leave which is 100% base salary for 6 weeks.
