About this Position

Overview:

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber. We are focused on key markets where hyperscale and wholesale demand is growing. Our approach is to collaborate with states, cities and localities to ensure development is targeted for the optimal locations to maximize the economic development benefits for the community while being good stewards of the land and minimizing impacts on neighbors. Tract is headquartered in Denver, Colorado, with real estate holdings throughout the United States.

Position Overview:

We are looking for an experienced, organized, detail-oriented, and relationship-driven Senior Director of External Affairs to join our growing team to drive federal, state and regional/local governmental and energy external affairs and community outreach throughout the United States.

Responsibilities
  • Develop, prioritize, track, and communicate Tract’s external affairs priorities at national, state, and local levels across the United States.
  • Collaborate with a matrixed set of external and internal stakeholders to support and implement the political engagement strategy necessary to allow Tract to push forward the industry and development of master-planned campuses.
  • Develop strategies to manage political opportunities presented from changing regulations and public perception of data centers.
  • Build and maintain networks of contacts with national and state-level policymakers and represent Tract’s views and interests with trade associations, consultants, and clients.
  • Manage outside lobbyist and consultant workstreams, including agendas, action items, follow-up, deliverables and weekly reporting.
  • Support site RFI process to gather available sites that meet Tract’s well-defined parameters.
  • Monitor legislation and federal/regulatory developments, prepare weekly reports, draft bill summaries, and escalated risk to leadership.
  • Coordinate lobbying activity on incentives, regulation, energy, land use and related policy matters.
  • Assist with relationship management with adjacent neighbors and community groups.
Baseline Requirements
  • Education: Bachelor’s degree in Political Science, Communications, Public Relations, Speech, Journalism, or related disciplines. JD highly preferred.
  • Experience: Five to eight years in external affairs, public policy, government relations, legislative affairs, energy policy, infrastructure or economic development. Experience managing projects, consultants, coalitions or legislative processes preferred. Prior success supporting major infrastructure development projects in the United States preferred.
  • Travel: Occasional travel to Tract headquarters or markets.

  • Strong political acumen and thorough understanding of national, state and local public policy.
  • Excellent written and verbal communication skills, including reports, briefing memos, and executive talking points.
  • Ability to produce concise, decision-ready written work under time pressure.
  • Precision, follow-through, legislative tracking, deadline management, and synthesis in a high-paced environment.
  • Ability to problem solve using relationships, resources, and executive support to advance Tract’s message and projects.
  • Strong analytical skills for interpreting legislation and regulatory documents.

Salary Range

$175,000-$225,000 Base plus Annual Bonus
