Site Location: West Salem Clinic | 1233 Edgewater St NW Salem, OR

Position Status: Full-Time 1.0 FTE | Monday - Friday

Northwest Human Services is seeking a Learning & Development Manager to help support the connection, development and growth within our workforce. This role will lead learning and development initiatives across NWHS, with a focus on employee onboarding, leadership development, training, engagement, wellness, and organizational culture.

You'll work closely with leaders across the organization to identify learning needs, create meaningful development opportunities, support required training, and help employees feel connected to our mission and values.

What You'll Do


Build Learning & Development Programs

  • Develop and coordinate organization-wide learning and development programs.
  • Assess training needs and create annual and quarterly training plans.
  • Design engaging training, resources, and learning opportunities for employees and leaders.
  • Facilitate new employee orientation and support onboarding.
  • Coordinate LMS activities, training assignments, completion tracking, and reporting.


Develop Our Leaders

  • Design and facilitate leadership development programs.
  • Support managers and supervisors with communication, coaching, accountability, conflict management, performance management, and change leadership.
  • Help create career development, mentorship, and growth opportunities.
  • Partner with leaders to identify skill gaps and employee development needs.


Strengthen Engagement & Culture

  • Coordinate employee wellness, recognition, engagement, and culture-building programs.
  • Support engagement surveys, pulse checks, stay interviews, and employee events.
  • Use employee feedback and data to identify opportunities to improve the employee experience.
  • Help foster a workplace where employees feel valued, supported, and connected.


Support Our Mission & Compliance

  • Partner with Compliance, Quality, clinical, operational, and HR leaders to support required training and regulatory readiness.
  • Maintain accurate training records and support audit and accreditation needs.
  • Serve as a backup for initial employee relations intakes when needed, with appropriate documentation and escalation.

What You'll Bring


Required Qualifications

  • Bachelor's degree in Human Resources, Organizational Development, Education, Business, Healthcare Administration, Psychology, Communications, or a related field; equivalent experience may be considered.
  • Five or more years of related experience in learning and development, HR, organizational development, training, employee engagement, leadership development, or a related field.
  • Experience designing and facilitating adult learning, leadership development, onboarding, or organizational training.
  • Strong communication, facilitation, organization, project management, and relationship-building skills.
  • Ability to manage multiple priorities and maintain confidentiality.
  • Proficiency with Microsoft 365 and experience working with learning, HRIS, or related technology.
  • Valid Oregon Driver's License and proof of automobile insurance.

Preferred Qualifications

  • Healthcare, behavioral health, community health, FQHC, nonprofit, or other regulated environment experience.
  • Experience with a Learning Management System.
  • Experience with employee engagement, wellness, recognition, or culture initiatives.
  • Experience developing leadership or manager training programs.
